Writing notes:
For his role in Louis d'Avranches, he will be in Cittadella. How he is used is up to you. He can be found at a tea or coffee shop, at the local library, etc. Really, Constantinus is well known in the town, for better or worse. The Naval High Command and him have tensions relating to his vocal criticism of their actions. He is extremely popular with the younger generation however, though he has his rivals.

He grew up reading the stories of Pomerlane, and is very much a Romantic at heart, both of these play into his intense patriotism and love of his nation despite its faults. He has great plans for reform, change and progress. These included:

  • Overhauling the Legal Structure. Simplifying the Code, updating it, and getting a better process in place. Removing a lot of unnecessary red tape
  • Completely modernizing the army to a form that would make the Hoomen blush in terms of organization, equipment and training. This is not out of competition but rather because of his admiration of Pomerlane in particular.
  • Land reform that will make the nation able greatly increase its output of raw materials and improve the life of farmers while also keeping most of the ancient rights of the nobility intact.
  • Greatly wants to tap into the great ore and coal deposits of the west and bring an era of "Sensible Industrialization" to the Grand Principality to fund his other projects.
  • Great infrastructure works.
  • Rapprochement with all nations, and renegotiations of all trade deals to meet the current standard. No diplomatic rivalry or friendship is untouchable! All must be investigated to see if they match the current standards of the nation.
  • Currency Reform.

He doesn't know that much about the fleet personally and understands his limitations. He literally has written a whole book filled with his ideas for the future of the nation that he may have published or not, not sure on that yet. He has worked himself to the point of exhaustion accomplishing "his destiny". Where did all of this come from? Reading, many notes, and intense observation and time spent thinking about all of this.

I really do not think he would want anything from Louis other than an eager ear to listen to his ideas. He really isn't interested in finding someone to use because he truly believes he can do it himself and is bidding his time until he can take the reins of power. If anything, he would likely find a lot of common ground. Both men want to change things for the better and are driven for it. Constantinus more likely, but they also seem like they both have megalomania that probably is needed for the station kek. As I said, he really doesn't understand much about navies and while he would find it interesting to talk about, his goals are clear and the navy is something he knows he will never grasp as well as civil and army reforms.

Cittadella is just like any major italian port city. I realized I detailed Ravenna too much when in reality, I know you are excellent at building cities yourself and I trust you to do it right regardless. The one thing you need to know is that it is the greatest port in the region, arguably in the Kizuna Ocean, in terms of capacity, drydocks and shipbuilding ability. It is our version of Suzuhara I guess you could say. If anyone gets mad over particulars, I am sorry but I do not care! Let's build a beautiful story, and make it the best we can! I am stuck with Ferdinando so I will likely go to something related to Constantinus for a while. I intend for them both to be important and work together.
