Tokoyami Ward


Overview

The Tokoyami Ward is a hivemind entity that is fanatically devout to their leader, Tokoyami Towa-sama, and are highly amicable and basically worship those who have befriended her, bestowing upon them the common title of, "Towafriend". Those part of the hivemind, at a glance, functions nearly the same as a typical individual would, with their own thoughts, identity, personality. However, once an idea, thought or goal has been introduced or created by the Kenzoku, it can quickly propagate amongst the populace overtaking most of an individual's individuality until time has been passed if merely a simple thought or the goal has been accomplished.

This has led to a weird state of affairs within the country, where there are a great number of public works projects created, most notably, the Tower, a massive religious building dedicated to the great lady Toi, and her compatriots. This building is constantly in construction with new additions and more features dedicated to lady Twa and those that are favored by her. However, these great public projects come at a cost as they are the result of the hivemind state, meaning that during the period of which an idea/goal/project is amongst the populace, very little to no other tasks can be done during these periods.

Twap, is the earthly (demonic) incarnation of the Master Taa forged by a ritual (will elaborate at a later point) in order to understand her desires and wishes of those who to befriend and to partially herd the hivemind when things get dire. Long periods of Twap withdrawal is known to send the hivemind into a frenzied state and as such, it is vital that Twap keeps in contact with the hivemind to calm them.

The Tokoyami Ward's only official recognized religion is Towatism. As the name and place implies, the Kenzoku are extremely devout and spends much of their day and life thinking about the Master Twao and doing religious activities to her. Though the people are fervently devout to her, the populace frequently worships and praises those who she has befriended and are close with. Even in the greatest religious building of the land, the Tower, there's sections dedicated to those who have had a great impact on the Lady and the populace worships them as if they were Master Towa.

Twap, affectionately called Twappi or Twappers by the populace, is the incarnation of Towa brought to the grounds by demonic ritual. Twap is responsible for maintaining the hivemind's status and can override any thoughts that may get spread throughout the populace if need be. Twap functions as the major figurehead for the country and is responsible for how diplomacy with other nations will proceed. If Twap favors the nation and those that they worship, the Ward will act in a amiable way towards them, depending on how strong that favor is. This logic can be applied in a negative and neutral fashion as well.

The main and most notable ritual that takes place would be the bringing of the incarnation of Towa-sama. The methods of which this occurs are wildly obscured amongst the hivemind, with each individual innately holding a very tiny piece of the ritual in their individual mind. This helps ensure deranged or highly obsessed individuals can not create their own Twaps as they would interfere with each other and bring about ruin amongst the hivemind if there were multiple Twaps. It is generally known amongst the hivemind that the ritual requires resources (will specify these in the future) found across the land and a ceremony in order to formulate a new Twap to replace one of the old. Twaps typically last around one month before they begin to go dysfunctional and require the aforementioned ritual.

Government

As a hivemind, it naturally came to the populace that direct democracy at all levels was the optimal way of dealing with things, although with the slight caveat of the head of state, Twap who can enact emergency powers in pressing matters and force the population upon tasks if need be. Twap also initiates the massive mental connection between the Kenzoku to vote on matters of national importance as the direct democracy. These instances are infrequent unless pressing matters arise meaning most of the real governmental work and discussions are done mostly on a local level.

The most notable part of the government would be the major lack of any true governmental entities to dictate overarching actions, but instead the hivemind itself that dictates it. Many rules and guidelines have been made over the centuries to ensure the safety of the population and not be subject to any issues. These range from stockpiling weaponry in case of war to great public projects like the Tower, all of which are done by the hivemind’s own direction instead of a real controlling body.

The local levels of government are highly independent of one another and often focus on their own needs unless a national order or guideline is in place to override anything the local government may do. Amongst the population and the lower levels, the individuals are still their own person (See: Hivemind) with their own needs and opinions, there is some level of political polarization amongst the populace. Some may be more inclined towards steering their local and the national government towards great public works projects like the Tower or those who wish to see greater foreign interaction occur and will strive to push towards these goals as voting blocks. The popularity of these blocks within local levels often rises and fades with time as each group gets their interests acted upon by the government.
