Heroes
Kasumi, obviously, wishes to be a hero, but her criminal record blocks it. She always looked up to heroes, and is generally a bit of a fangirl, so she's likely to recognize any. She tries to stay on the straight and narrow, but has trouble turning off her Monster's Aura that makes her look like a suspect.
She also feels a bit of a distance between herself and idealized heroes. Heroes are powerful, virtuous individuals. And she feels she'll never be a hero.
Heroism Alternatives
Realistically, Kasumi can't be a hero unless some law is changed or special exceptions are made for her. Under the UWG, that is.
So if some different government came along...
Kasumi COULD align herself with Vansylvania, or Alois' new Reich. She's more serious and edgy in these, because now she's probably in the deep-end and is REALLY fighting for a new world... and buried chuuni desires are getting fulfilled.
