Inoue Ryuji, HN: The Transport Hero, Rescue Ray

Born and raised in the resurrected city of Hiroshima, Ryuji was fascinated by outer space from a young age. The beginnings of his belief that Quirks came from somewhere out there in the stars were there as early as his pre-teens, studying surviving pre-Chaos Era 'documentaries' about ancient aliens that his father had preserved in the Hiroshima Ancient Media Museum, dedicated to preserving the beliefs and lessons of the past.

Ryuji is a graduate of a lesser known Hero School in Hiroshima, and has since started his own much smaller Hero School for troubled and homeless youths. He cooperates with the Hero Commission and the police to rehabilitate juvenile delinquents deemed stable or safe enough to enter the program, or foster kids with nowhere else to go.

Originally a prominent Rescue hero, Rescue Ray found as he got older that he wanted to teach the younger generation and improve the future of Japanese society. Thus, Rescue Ray reduced his active field hours. Instead he founded and now runs the titular Rescue Ray Troubled Youth Center. His hero career, including merchandise sales, have been successful enough to earn him a comfortable amount of wealth of his own, and the Hiroshima Ancient Media Museum run by his aging father has likewise been successful in replicating and distributing new copies of its archived works, making it a wealthy business and reliable sponsor of the Youth Center.

While Rescue Ray outwardly is a symbol of heroism and compassion, his obsession with ancient alien theory has become something darker after finding himself in a position of power and authority. There is no villain identity, because Rescue Ray does not go out and actively engage in crimes. Rather, he and his students, as well as alumni who have now become members of the staff in an increasingly insular echo chamber, have begun conducting concerning Quirk-based experiments in the pursuit of greater knowledge of their true nature.

Rescue Ray has also become increasingly jaded and disenfranchised from the simultaneously stifling and corrupt Hero Commission, particularly with the continued prominence of figures such as Majestic who barely manage to keep their heinous deeds under wraps and yet are propped up by the system. This has given him some revolutionary leanings, beginning to think that it would be better to knock much of it down and start over from something fresher, something more open-minded.

Secret Lair (purchased with Build Update XP)

In the foothills of the mountains, Rescue Ray has constructed a bunker. Officially, it is a shelter in case of any disaster that would necessitate evacuating key personnel to safety in the increasingly troubled times. Unofficially, it is a more private and secluded locale for Rescue Ray and his associates to conduct their experiments.

Nemesis: Petal Protector and The Singularity Society

Ever since reaching out to the clandestine, cult-like Singularity Society with his findings, Rescue Ray has been plagued by their attempts to stifle or kill him. Apparently his experiments are an insult to their beliefs, which were superficially very similar to those he was beginning to develop. This experience made him initially cautious about reaching out to the Kwoolani Temple, but equally worried that the Singularity Society may bend the Temple's ear before he has the chance, and turn them against him first.

Dog: Keiko, a Komodo Dragon

One of Rescue Ray's pet projects, a komodo dragon he purchased from Red Finger smugglers for use in his experiments. After several transformations merging her with other creatures, Keiko has begun to increasingly resemble a western dragon, and could even be mistaken for a dragon construct created by a certain Yakuza clan. Possessing an octopus-like decentralized brain, Keiko is more intelligent than your average lizard, and has been trained to act as a guard dog for Rescue Ray's hidden laboratory. While Keiko has been molded and enhanced with many different animals, she does not have a Quirk Factor or any unusual capabilities like fire breath.

Dog: Shun, a Raven

The other of Rescue Ray's pet projects, a raven he has imbued with a Quirk Factor harvested from a drug gang's chemist he abducted, which increases its intelligence. What amounts to little more than a curiously intelligent bird has been Rescue Ray's greatest success: the transplant of a Quirk Factor from one organism to another. However, Shun's health has been in steady decline, which Rescue Ray worries is due to a rejection of the foreign tissue, and he is searching for a way to save the experimental raven.

Rescue Ray has the ability to convert organisms into light and then back again on contact (think Pokeball). While they are turned into light, they are stored on his skin as tattoos, and cannot be harmed or bleed out. He used this to great effect as a Rescue Hero, both to extract victims and use stored wood and plant matter to shore up collapsing structures.
Quirk Definement x1:
If Rescue Ray dies, effectively so do the organisms contained within his tattoos, as he is unable to release them.
Quirk Refinement x2:
Experimenting with animals while training his Quirk, he learned that he can release more than one organism at the same time to merge them. The limitations were his own medical knowledge, which he has been expanding through diligent study since the discovery. At first he considered the applications for transplant surgeries, but he was thinking too small. What if he could do more? Advance humanity to a new stage of evolution? That's when the human experimentation began.

School: The Rescue Ray Troubled Youth Center

The Rescue Ray Center is a place for impoverished or troubled youth who need to learn to control their Quirks and tempers. Ryuji takes in and treats each of them as if they were his own grandchildren, even using his money and connections to help cover up slip-ups that would see them branded villains and hunted down. Increasingly, the school and its atmosphere have become more cult-like.

The Youth Center has recently been rebuilt following its destruction at the hands of the Night Parade, and equipped with new robotic security and workers courtesy of Rika Industries.
