Summary of Vol 4 Episode 2 (Chapter 11 - Chapter 23)

Kanna lost her position as head of Public Security. Sensei asks if it was his fault (V4C1), Kanna says it was because she disobeyed orders in VF.
She's actually okay with this, because she DID disobey orders, but she didn't expect all of Public Security to protest the decision.
This incident was the start of the chain of events that eventually led to Kaiser taking over Valkyrie's position.

Kanna acknowledges that Kaiser's doing a good job enforcing the law, but she's worried they'll use their new power to give Kaiser Corporation an unfair advantage.
She hopes she made the right decision, (you) tell her yes, she did what she had to do.
Kanna starts going on another self-disparaging monologue about being a third--rate villain when Kirino interrupts.
Kanna's got great aim, does her paperwork perfectly, and is always kind with civilians. Everyone at Valkyrie looks up to her, so Kirino won't stand for anyone to insult her.
Kirino: One of the reasons I go to shooting practice everyday is to become a police student as good as you!
Kanna: Sorry but you could practice shooting every day of your life and never become me.
But Kanna also could never become a public safety officer as beloved by the populace as Kirino. Everyone's got their own strengths.

Your chat with Kanna and Kirino gets interrupted by Kaiser attempting to suppress Minori's protest. You leave to go check on Rabbit Squad.
The camp is empty when you get there. You find a letter from Miyako where she explains the team has no reason to continue their protest with Kaya in charge, so they've left to join with their senpai. She has her hesitations, but she has to think of her squadmates and the whole "weapons shouldn't hesitate" thing isn't a total exaggeration.
She thanks Sensei for all of his help, and is sure they wouldn't have lasted this long without him.
She acknowledges that it would've been better to say this face-to-face, or at least over a phone call, but she was afraid she'd hesitate if she heard your voice so she chickened out and left a letter.
She hopes that one day you'll meet again.

The Rabbits go to an abandoned military training ground on the outskirts of D.U and find a well-equipped camp.
Moe notes that the place looks abandoned in satellite photos, so there must be some major electronic countermeasure tech at work here.
Yukino greets them, Miyako officially disbands Rabbit Squad, and then the other Foxes come in to greet their kouhai.
Moe and Miyu are excited to hear this camp has showers

Before the Rabbits can relax though, Otogi springs a sudden training drill on them. The Foxes noticed the Rabbits have lost their edge in their last meeting, so they have to do this before they can shower.
Saki is pumped but Miyako is oddly subdued. Saki asks what's wrong, she says it's nothing.
Back with Kaya, she's in a call with Cherino to get the Secretariat to stop the protesters.
Call starts poorly because Cherino's pissed Kaya won't say all of her titles.
Cherino didn't even realize Minori was gone and is like "oh so that's why it's been so quiet lately"
Kaya tries to shock Cherino into action by claiming this is the beginning of a coup d'etat only to get blindsided by Cherino going "yes, and?"
Kaya thinks Cherino must not know what the word means and tries to define it, but Cherino is just confused the GSC Defense department doesn't already have anti-coup procedures in place. Aren't they normal?

Cherino decides to be magnanimous and send the GSC a box of cheryonka (her special milk chocolates) as a "we're sorry you're having a hard time" gift. She then fucks off because it's time for her nap.
Cherino didn't even remember Kaya's name by the end of the call.
Kaya explodes afterwards, waking up Haine.
Kaya asks Ayumu if she's SURE that Cherino is the current head of Red Winter, and isn't happy to hear that a week ago the much more reasonable Marina was.
She seethes even harder when Momoka starts going "You know if RIN was here she would've done this better"
She gets another ping from the vice chief of defense, who says civilians are refusing to abide by the new "have 10 documents ready whenever you want to withdraw money" law and are now just forcing the tellers to give them their money at gunpoint
Kaya starts ranting about WTF is Valkyrie doing, she won't accept any crime in HER Kivotos, and meanwhile GSC mobs are muttering that even if the overall crime rate has gone down, the amount of major crimes has gone up, and that maybe Rin was a more able administrator...
Kaya ends the meeting

Kaya goes into a private room where Yukino and the Kaiser general are waiting for her.
Kaya asks WTF Kaiser is doing, and the general basically says "if you want us to do more than pay us more"
Kaya reminds him that Kaiser's not in a position to bargain, but the general reminds HER that in the worst case scenario Kaiser can shut down and rebrand. Can Kaya do the same?
Kaya asks if her overlooking the silo beneath Kousagi town wasn't enough. The general says that considering the deal with Valkryie got exposed, if anything that deal is a mark against Kaya.
Kaya promises to pay later, but the General has heard that Aoi doesn't trust Kaya. And it'd be pretty silly to take an IOU from someone with bad credit.
Kaya starts privately seething in her thoughts over how nothing is going her way.
She wonders what's the difference between her and the former GSC President, who could say anything and have all of Kivotos obey her.
Why she can't become a "superwoman" like the former GSC president?

Kaya decides the problem is that the people of Kivotos don't fear her enough.
She asks Yukino if the thermobaric ammunition FOX squad recovered in the prologue is still around. Yukino confirms it is, since it's hard to dispose.
Kaya orders Yukino to take the payload to the Kousagi subway station and detonate it. Yukino asks why, and Kaya goes "well that's not like you".
Kaya explains that if she blows up Kousagi town, she'll show the people of Kivotos that she means business. Plus since it happened in a train station she can blame Momoka and have just cause to sack her. Two birds, one stone.
Yukino tries to point at the potential casualties, but Kaya says that thanks to the redevelopment project at Kousagi forcing residents out the number of deaths will be minimal. Sure it'll hit some nearby towns too, but acceptable losses.
The general's impressed with Kaya's decision making.

But the general also points out that Kaiser's underground silo is still there, so this is a net loss for Kaiser.
In response, Kaya offers Kaiser Corporation the right to control the trains, since she'll need a new organization to manage them anyways.
The general decides this is an acceptable trade-off, especially since Kaiser failed to acquire Saint Nephthys' railroad business.
Kaya's glad this deal's been closed, and is about to adjourn when she remembers Yukino still hasn't agreed yet.
Kaya directly asks Yukino what her answer is.
Yukino agrees.

(You) stayed at the park to clean up what Rabbit squad left behind, so it's late by the time you get back to Schale.
You go to Angel 24 for a bento, only to find nothing.
Sora apologetically explains that her Angel Halo 24 has been forbidden from ordering any food. All she has is mineral water.
(You) wonder if this is Kaya harassing you.
Sora asks what's going on, saying that recently things have gotten eerily quiet since the protest yesterday. The mood in Angel 24's corporate side has also gotten scary.
New regulations for the service industry are out, and if Angel 24 doesn't comply Kaiser will replace it with the new Kaiser 26.
It's name that because the workers will put in 26 hours worth of work. Sora doesn't want to die from overworking.
You ask if Sora has food, and she says she has leftover nikujaga from yesterday night.
Your stomach growls so Sora tries to offer food, but you can't do that to Sora so you tell her it's fine and go to your office.

Someone knocks at your door and says a FOX EATS delivery is here
You can choose to either open the door or not. If you do, Niko, Otogi, and Kurumi come in. If you don't, Otogi will blow up your door. She gets scolded for using more explosive material than necessary, so she apologizes and then the foxes fix your door.
Kurumi thinks it's childish Kaya went as far as pressuring Angel 24 to hit at you, but Otogi points out that hitting the enemy by their stomach is a valid tactic.
Niko offers you some inari sushi. Kurumi starts talking about how you're probably hesitant to take their food bu- and then (you) eat it. The foxes are weirded out.
Niko asks if you're all right [mentally], you think she's asking about the sushi and say it's good.
Kurumi and Otogi start scolding you for taking food from an enemy, with Kurumi reminding you that FOX is with Kaya and Otogi remembering some lessons from SRT.
(You) tell them that you're not their enemy. You're their sensei.
Otogi: ...
Kurumi: ...You're just like I've heard.
Niko starts explaining to you how you need to be more vigilant or you'll get taken advantage of. She asks why don't you already know this, since you're an adult and all.
You respond that "There's more to gain from trusting people than there is to lose from being betrayed".

Kurumi asks if you've ever heard of the Prisoner's Dilemma. She explains it.
(Look it up if you don't know it)
Kurumi notes FOX has faced a lot of "prisoners", and they've never once purposefully given them an advantage. She says that an adult should be just as sparing with their trust.
(You) say the whole thing sounds like a difficult but interesting conversation. You praise Kurumi for truly being an SRT elite and she preens for a bit before getting back on track. Otogi mutters Kurumi's too easy.
(You) pull out the same "but thought experiments and reality aren't the same thing" card you used on Rio. Otogi agrees, but responds in turn that in life you only get one shot at conversations like this. And considering the risks of "losing" in society, it's better to take the "Always Defect" approach (again, look up prisoner's dilemma) and assume you're going to get betrayed.
Niko says that after this conversation is over, the foxes might never come back again. And since they're weapons, they don't have the feelings to care about your choice here. They're not like other students, where your choices might influence them in some way.
Niko asks again if (you) trust them. You say you do.
Kurumi starts saying you're all talk but Otogi calms her down.
Niko notes you're betting on the possibilities of tomorrow, even though most people can't even guarantee today.
Sensei: Of course. It's because I'm a teacher. Guiding the children who will become the adults of tomorrow is my duty.
All three foxes: ...
Kurumi: ...Weirdo.

You point out that FOX themselves are living proof of the power of trust. You quote what Miyako told you about how FOX squad's strength is how much they trust their leader.
Niko, Kurumi, and Otogi are a little embarrassed and basically go "yeah but that's different".
Niko says FOX's trust in each other won't be broken, and Kurumi says it especially won't be swayed by some off-hand remarks from a tanuki like (you). Otogi explains they've been friends since before they formed a squad.
Niko says they were able to check your intentions, hands you a bento, and says it's time to leave. She apologizes for all the questions and says that in return you can ask them something.
You ask them if Rabbit squad is doing all right.
Otogi and Kurumi are hesitant to tell you since their current status is a secret, but Niko decides to give you directions to the secret SRT camp. She tells you to go check on them yourself.
Kurumi asks Niko WTF she's doing, and Niko laughs it off. She asks Kurumi to keep this a secret from Yukino though. Kurumi's frustrated but agrees. Otogi just goes "well if that's what the 2nd in command says, sure"
Niko thanks them, then mutters that if Sensei can change those kids then maybe someday FOX can also...
She cuts herself off, and then they all leave. At first Niko starts saying "see you again", but changes that to just "Have a good night"
After they leave, you eat the food and think about what to do next. You notice that the sushi this time tastes a little stronger than before.

Rabbits are all relaxing in the shower room and talking about how much better is here than the park.
Miyu wonders if it's really okay for them to live like this, which makes Miyako apologize for making everyone live in a park for so long their standards have gotten weird.
Miyu clarifies that back at the park, they made all their own decisions. What to eat, what to do. But here their senpai do everything for them. It makes her feel like she's wearing clothes too big for her.
Saki's nostalgic for the drum baths. It was a pain setting up, but it made her really feel like an SRT member. It's more comfortable here, but she feels like a soldier-for-hire taking a paycheck.
Moe agrees and says that in the park, if she felt like it she could fire off a missile for fun. But here she feels more restricted.
They ask how Miyako feels. She says that as squad leader, she's satisfied with their current situation. Everyone can train and work towards the revival of SRT now. She then corrects herself, she's not squad leader anymore, she's just a division leader.
Saki tells her to forget the squad. How does Miyako personally feel about this?
Miyako apologizes and leaves early.
Outside, Miyako feels the night breeze and thinks to herself how different it feels having access to a hair dryer, new equipment, etc. She hopes everyone else will get used to their situation soon.
She gets an intruder alert. There's no roads to the outside near the showers so she wonders if it's a wild animal.
It's Sensei.
Miyako asks how you got here.
You can't tell her the real reason since it's a secret, so you decide to say it's because you could smell Rabbit Squad from this area.
Miyako: ...I'm arresting you.

Sensei actually got apprehended and taken in for interrogation like the Rabbits did in V4C1, there's a case file (001-S-1) and everything
Miyako asks why you're here. You clarify you were joking about the smell thing and are just here to see Miyako.
Miyako points out that this isn't the kind of place you accidentally stumble upon. You must have some special purpose, so she asks again what it is. You repeat you're here to see her.
Miyako decides you came to persuade her. She re-states her reasons for joining FOX: the restoration of SRT, the wellbeing of her squad members, that weapons just need to obey orders. She tells you that nothing you say will sway her.
Sensei: I didn't come here to convince you.
S: I just want to ask you something.
S: Are you having fun right now?
Miyako says that as a member of SRT charged with protecting the people, "fun" is a luxury she can't afford to have.
You tell her you won't say anything more if she's satisfied with her current situation. But all the same you hope she isn't misunderstanding the word "duty".
Miyako asks if there's some other meaning to the word beyond "something you must do"
You tell her duty isn't something that should drag her down. A punishiment she has to endure.
Duty should be something you can do without regrets. It's something that lessens the weight on your heart, so can't it be considered fun?
You ask her again if she's having fun. Miyako sighs that this is why she didn't want to meet you in person.

Miyako says she thought the process of becoming an adult was something difficult. That you'd have to face the harshness of reality, and learn to doubt other people. That rejecting her past self was an inevitable part of maturing.
Miyako admits that as she walks to the future, she can always hear her past self muttering. And that no matter how much she denies it, she's young and inexperienced and always a little anxious. That's why she'd like to just believe in her senpai to feel at peace.
Miyako: So why... Why are you asking me this, Sensei?
M: Why... are you asking me, a child, to make her own decisions?
Sensei: Well... Because I'm a weird adult.
Miyako: ...A weird adult.
Miyako: I've decided.
Miyako takes you to the camp's exit, and tells you how to get out safely. She won't report you to the others, joking that it'd cause a panic and as a member of SRT she ought to do her best to reduce the amount of chaos in the world.
You ask what she's going to do. She says she's going to fulfill her responsibilities. It might not go the way she hopes, but...
You wish her good luck, and remind her that if it comes to it, (you)'ll take responsibility.

Miyako reports in to Yukino, who notices she was late. Yukino asks if anything's wrong, and Miyako denies it.
Yukino briefs Miyako on the mission to blow up Kousagi town.
Miyako asks why Yukino is following this order. Yukino says it's because it's an order. The GSC will take responsibility for this operation.
Miyako points out that since she'll be risking her life in this mission, the least Yukino can do is tell her why they're doing it in the first place. Yukuno answers it's all for the restoration of SRT.
Miyako asks how they could possibly be qualified to call themselves SRT if they rebuilt themselves by terrorizing Kivotos. Yukino responds that you don't EARN the qualifications for being SRT, you're given it. And that once this is all over, they can just make a new name if it comes to it.
Miyako reminds Yukino how the latter always said SRT's justice would never waver. Miyako would rather fight for that ideal than an in-name only SRT.
Yukino asks if Miyako is rebelling. Miyako fires back that she thinks Yukino is the one rebelling.
Miyako: The only one who can give us orders is the GSC President.
Miyako leaves the room and finds the other three foxes outside. They figured this would happen. Miyako apologizes, and walks off. The other three rabbits watch her go.

(You)'re back at the park cleaning up the camp when a voice calls you a weirdo for rummaging through a bunch of girls' stuff while they're gone.
It's Miyako. You welcome her back, and she's about to give the old "tadaima" when she catches herself and reports that Rabbit 1 has returned to Camp Rabbit.
You notice the other three aren't with her. Miyako explains she couldn't bring herself to talk to them after abandoning her role as squad leader, especially after they were so happy to go back to a comfortable life.
And besides, she's sure the other three will be able to make the right decision without needing to consult with Sensei like she did.
Miyako tells (you) about what FOX and the GSC are planning. You freak out, and Miyako tells you to shush before you cause a panic.
Miyako gives an infodump on thermobaric bombs. She then says that while for Yukino the goal of this operation is to restore SRT, from the GSC's end this is clearly a show of force to intimidate the populace.
If FOX goes through with this, there's no going back. So Miyako feels that the same way her senpai cleared the way forward for them, it's their duty as their kouhai to make sure they have a safe path to retreat.
But Miyako doesn't have a concrete plan of action yet. So she's come to (you) for advice.
(You) ask her how to stop the bomb, and Miyako explains that the warhead is too heavy to be transported. Kaiser security will prevent any heavy machinery from getting close, and they might detonate it mid-transport anyways. They'll have to get a team of people close to steal the detonator.
You note it'll take a team of special forces to take out a team of special forces. Miyako agrees it'll be SRT vs SRT, and admits she's not confident she can beat her senpai. (You) tell her to believe in herself.
Miyako: ...I suppose so.
M: If I don't even believe in myself, there's no way I could persuade anyone.
M: Right now, I have to trust myself.
M: RABBIT 1, commencing operation!

At the train station, Miyako observes the place is crawling with guards. (You) ask if a frontal assault is possible, and she says that if there were only 3 people maybe but anymore than that and they'll call for reinforcements mid-battle.
Miyako wishes her squad was here, and muses she'd take anyone at this point to run a feint operation.
Enter Descartes. He got forced through some classes on being a good worker and is now part of Kaiser security.
He's about to arrest you for being suspicious when you tell him that Kaiser's gonna blow up the train station. Miyako explains more, and Descartes is initially unwilling to believe you. But then he remembers how during his classes Kaiser promised him daily pudding but gave him konkak yesterday because they were supposedly out of pudding and decides that yup, Kaiser is full of bastards.
Descartes refuses to let Kousagi's train station get destroyed. It was his and his fellow hobo's home. He agrees to help you.
Miyako asks him to make a diversion, and he's happy to do it. But his gun was confiscated, and his pistol only has blanks. You give him some proper ammunition, and he feels nostalgic holding it. Nostalgic enough to return to his hobo outfit.
Descartes radios his buddies for help, and they're initially confused why he's back since last they heard he was in school. Descartes spins the whole thing as him going undercover to learn about the haves, and rallies his gang to rise up. They agree because they have nothing else to do anyways.
He runs off before Miyako can give him a proper briefing, so she decides to just go with it and charge the station while Kaiser's busy with Descartes' group.

A Kaiser soldier asks Descartes what the hell, how can he be so ungrateful after they gave him food and a bed to sleep on? Descartes fires back that Kaiser were the ones who arrested and forced him to work in the first place. He declares that he will never, ever work again, and that he will fight against all the world's ownership.
The Kaiser soldier has no idea what he's listening to and opens fire. Descartes immediately begs his gang for help, but they're all running away.
Meanwhile Miyako notices they're up against less soldiers now, but there's still too much for them to charge through. But if they wait they could get encircled, so there's no choice but to-
Miyako: Huh? Wait, that's...
Kanna: What the hell is all this noise?
Kanna asks a soldier what's going on. He's glad to see her, and tells her to do her job and get rid of the hobos. Descartes panics at seeing the Mad Dog.
Kanna opens fire on the soldier instead.
The soldier asks WTF the head of public security thinks she's doing, and Kanna reminds them that she lost her position.
The soldier asks why she's even here then. To pick a fight? He says that Valkyrie sparrows should beat it.
Kanna clarifies that even if she's not part of Public Security, there are other peace keeping organizations in D.U. She recites Article 32.1 of Valkyrie's handbook: Public Safety is charged with restraining anyone who interferes with the trains or other kinds of public transporation. And Kanna's helping out Public Safety (read: her kouhai) as community service.
Enter Kirino and Fubuki.
Kanna: THIS IS PUBLIC SAFETY! DROP YOUR WEAPONS AND GET ON THE GROUND!

The soldier protests that the Kaiser soldiers are just doing their duty and fending off company parasites, but Kirino responds that Kaiser isn't above the law. They're making a huge fuss in front of the station, so they've violated the law and need to come with Valkyrie. Fubuki hopes they'll cooperate, since it'll be a hassle to force them to.
The soldier laughs at the idea of Public Safety forcing Kaiser Security to do anything. He explains that even if they've changed their name, they're still the most elite unit in Kaiser PMC. Even if Public Safety had the best CO in the world, the non-elites can never beat the elite.
Kanna tells the solder he's wrong. Public Safety has only the best of Valkyrie in it. Even she, the head of Public Security, failed to get in.
Fubuki cuts in to say that Kousagi's train station hasn't been maintained in over 10 years. Residents have complained about the signboard's supports getting weaker, so they were supposed to fix it this month but-
The soldier asks Fubuki to get to the point.
Fubuki: ...You coulda just let me finish.
F: Basically, even a light impact could make that board fall.
Soldier: Wait, are you-
F: Watch your head~.
While the soldier is getting pissed, Kanna orders Kirino to throw a smoke bomb. The soldier curses and orders his men to make sure nobody gets into the train station. Kanna wryly notes that even though Kaiser claimed they were protecting the people, they were really just preventing people from getting to the station. But they picked a bad spot to hole up in, because Public Safety patrols the train station daily.
Kanna orders Kirino, Fubuki, and other students to deal with the "unruly passengers". She'll keep watch on the entrance. Kirino agrees, while Fubuki reminds Kanna that she promised to buy her some limited edition crullers from Master Donuts for this. Kanna says she hasn't forgotten.

Kanna turns to Miyako and says she's leaving the rest to SRT.
Miyako is worried about what will happen to Kanna now that she's disobeyed orders again, but Kanna tells her not to worry. Like she said before, duty and responsibility are something each person decides themselves. Kanna is doing what she believes to be just, so no matter what comes of it she'll be able to live with it.
She then turns to (you) and says she's trusting you with "those idiots" (her kouhai). With that out of the way, she turns to the soldiers and asks them if they've ever heard of the Mad Dog.
The soldiers inside the station are bewildered how they keep losing track of your group. Turns out that this is an older station that's been renovated before, so there are paths that aren't on the map. They're prime hotspots for crime so Public Safety knows them by heart.
Kirino spots more enemi- er, "unruly passengers" on the second floor. They charge down the escalator, but Fubuki engages the emergency stop and trips them.
A soldier is furious they're being played around with by Public Safety, and then Descartes sucker punches him. He starts to give his spiel about not working, which Fubuki is interested in. Then he says that to join his group you need to give up your stuff and her scam alert goes off.

Miyako thanks Public Safety for their help. She's impressed with the CQB Kirino showed off. Kirino doesnt remember learning that, so Miyako clarifies that quickly securing a path to reach the target even when the entrance/exit has been blocked is one of the basics of CQB.
Miyako thinks Kirino is more adaptable than anyone in SRT. She's realized that Kirino is the rumored Public Safety student that's always first on the crime scene.
Kirino is surprised to hear that, and says she normally just tries to get patrols done ASAP so she can go home and eat.
Anyways, Kirino says she takes some pride in her duty as part of Public Safety. Miyako thanks her for it, as a person who lives in a park.

It's just (you) and Miyako now. You're in a path Kirino told you about while the rest of Valkyrie is off fighting Kaiser.
Miyako notices this place is weird. It was clearly built in a hurry, but all the electrical/communications wiring is hooked up.
She finds a used-up chemical light on the ground. It's something SRT uses to signal things in dark areas. It being here means there's a good chance FOX is up ahead.
She warns you to step away since she's about to break down a nearby door.
You end up in what Miyako recognizes to be a military hangar. It's large enough to supply a battalion (or whatever 大隊 is the equivalent of).
You wonder WTF a military hangar is doing under a train station. Miyako muses that normally military bases are built in the suburbs because civilians hate them. This adds extra transporation and operating costs.
But in theory if you built the base in a city, you could remove those costs and use the money to equip your soldiers instead. And if you were under a train station, you could even use that train to deploy soldiers to anywhere in D.U.
Now Miyako understands why Kaiser was so insistent on redeveloping Kousagi. (You) point out that after they blow it up, all that effort will have been for nothing.
Miyako goes on for a bit about how since this is a place only Kaiser knows about, they're okay with showing their true colors here. And how this probably isn't the only spot like this.
Miyako wonders what could've scared Kaiser enough to give up something they've spent so much effort building up.
(You) ask if she's nervous. She says no. Just as there is no power in a justice that nobody acknowledges or speaks of, a fear that nobody can see is even more pointless than an expired bento.
It's just as worthless as the authority (SRT) she inherited from someone else.

It's 11:30, almost time for the detonation. Miyako says you need to go forwards, but stops to scout ahead with her drone in case her senpai are there. It gets sniped.
Miyako recognizes Otogi's handiwork right away. She could charge down a regular sniper, but Otogi would hit her vitals right away. If only there was a pointman with bulletproof equipment...
?: ...Looks like you finally remembered we exist.
The rest of the Rabbits appear. Saki asks what kind of leader abandons her squad, and Miyu and Moe are both miffed Miyako didn't even try to talk to them.
Miyako apologizes. She didn't want to make any unreasonable requests of the other Rabbits. Saki asks what exactly was unreasonable, and Miyako explains that the path she's on now is one without any of the comforts the Rabbits were enjoying. Moe: What do you mean "your" justice? Isn't it all of SRT's?
Miyu: W-We all joined SRT because we admired our senpai too...
Saki: A strict disclipine that could withstand even the worst of situations.
Moe: Overwhelming strength that could take out any bad guy in one hit!
Miyu: I-Incredible courage that wouldn't waver in front of even a terrifying enemy...
Miyu: Fighting an unknown enemy is a little scary but... if I'm with everyone then there's nothing to be afraid of.
Moe: Firing off bullets when you're at an overwhelming advantage doesn't taste as nice.
Saki: There are some truths in this world that aren't written in textbooks...
All: We believe in your justice, Miyako.

Miyako: ...Understood.
Miyako orders her squad to examine their equipment. As soon as they're done, the operation will begin.
Miyu is nervous about fighting FOX for real. Saki says it's like fighting an invisible enemy in a cave, which reminds Moe of that old Trinity book they were talking about earlier. Saki is trying to remember the message on that cave when Miyako cuts in with the quote because she liked that story too.

(You) ask if they've come up with an operation name. Miyako decides they might as well just use the name of the book. The others agree.
Miyako: All right then...
Miyako: Operation "Rabbit of Caerbannong"... begin!

Yukino alerts her team that "the rabbit has fallen into the trap". She asks them to report their positions. Cue a long TACTICS conversation where everyone discusses how to best handle the Rabbits and Yukino comes up with a bunch of backup plans on the off chance the Rabbits beat a FOX member.
Her final comment is that if the Rabbits make it all the way past FOX 2, Niko, Otogi, and Kurumi are to retreat and wait for further orders up above. They're confused why Yukino isn't coming with them.
Niko: FOX 1, don't tell me you're...
Yukino: ...That was an order, Niko.
Yukino: Please don't ask me why.
Niko: ...Roger.
The Rabbits are doing their own TACTICS session. Normally they'd neutralize the sniper first, but they're out of time so they're going for a surprise attack. Saki needs to take control of the elevator, Moe will hack the elevator's control as soon as Saki secures it, and Miyu will fire back at the enemy sniper when she inevitably tries to snipe Saki.
Miyu asks if Saki is okay with fighting in the middle of sniper fire. Saki says it's fine, she wouldn't be a pointman if she was afraid of bullets.
Moe asks if there's a plan B. Miyako says there isn't one, because they won't need one. She can't imagine RABBIT squad losing this fight, and she asks everyone to be similarly trusting in each other.
Saki says this is the stupidest plan Miyako's ever come up with. But she's squad leader and orders are orders. She tells Moe and Miyu she's counting on their support and charges forward.

Otogi alerts Kurumi that Saki just charged in. She compliments Saki to be this brave when she knows a sniper is present.
Kurumi thinks Saki's being an idiot. Otogi asks if she should snipe Saki, but Kurumi says the Rabbits probably have sniper countermeasures. Kurumi decides to take Saki on pointman vs pointman.
Saki greets her senpai, and Kurumi reminds Saki that she was supposed to approach the enemy under cover. Clearly Saki needs more training. Saki responds that in a confined pathway like this there's no point acting secretively, and besides Kurumi's .45 ammunition can't pierce Saki's armor.
Kurumi admits that's reasonable judgement, but reminds Saki that right now she's not the "hammer" that smashes enemy lines. She's the "anvil" that's stopping Saki. She gives Saki a heads up that Saki's about to get sniped as a feint(?), then opens fire.
Saki and Kurumi exchange a few blows. Kurumi's impressed with Saki's improvement, and Saki says it's thanks to what Kurumi taught her. Kurumi says it's no wonder Saki had top marks and wishes they weren't on opposing sides. Saki says that's her line: even if it's to bring back SRT, she can't believe FOX would choose to threaten the people.
Kurumi says the hammer/anvil doesn't need to think about what they're hitting, and to never hesitate when you're pointing a gun at someone. Then she throws a grenade or something. There's an explosion.

Kurumi thinks to herself that she needs to buy time to deplete the enemy's ammunition supply.
Kurumi: Hey! Look over here!
K: Say cheese!

Kurumi scolds Saki for being too by the book. She's following the exact procedures for shooting and taking cover, so Kurumi can easily predict Saki's next action.
Saki: ...So you think you've won?
Kurumi: Hm? Still got some hope?
Kurumi thinks Saki must be hoping Miyu will save her, but she says it's pointless. A sniper can't change the battle situation that easily. At worst Kurumi will get hurt a little. And besides, if Miyu shoots then Otogi will counter snipe her.
Saki asks how much Kurumi believes in otogi. Because Saki is confident that when Miyu gets serious, nobody can find her. No matter what she goes up against, she'll never fail at her sniping. Besides, hasn't Kurumi noticed that Otogi isn't providing supporting fire? Maybe the Rabbit's assassin already got to her.
Kurumi quickly radios FOX 4, but Otogi says she's fine. She's not firing because Kurumi told her not to, remember? Kurumi is relieved, and then realizes Saki just tricked her into letting down her guard.
Saki takes Kurumi out, and says that it's like Kurumi said: never hesitate when you're pointing a gun at someone. She also notes that it was the FOX squad that didn't trust each other enough.

Otogi reports that FOX 3 is down. She figures Kurumi was trying too hard to look cool in front of her kouhai. Oh well, just means she'll have to handle it from here.
Otogi sets up a decoy drone and ECCM countemeasures to protect herself from anti-sniper measures, then turns her sights on Saki. But then she wonders where Miyu went.
Miyu: Um... I'm right here.
Otogi freaks out.
Miyu explains she was looking for a sniping point, and ended up in the same spot as Otogi. She's been waiting for a chance to say something but Otogi seemed busy. Otogi is in awe that Miyu was behind her this whole time without Otogi noticing.
Miyu is once again sad that she's so unremarkable that surely someday everyone will forget her. But all the same, she's glad she's like this. Because it let her help her squad.
Miyu: ...Sorry, Senpai.
Otogi: H-Hey, wait-
Niko: ...FOX 3 and FOX 4 are down.

Niko (who is in the elevator) is surprised her kouhai are putting up such a fight. She's glad she already took steps against the elevator getting hacked.
Moe notices that the elevator's been switched to offline mode. Niko tells her that she knows full well how good of a hacker Moe is so she physically severed the elevator's network cable from the inside so it couldn't be hacked.
Now the Rabbits can't get through, and if they wait around Kaiser Security will get them. Niko tells her kouhai to just leave.
But Moe is actually happy she can't open the elevator door electronically, because it means she can do it physically. She sticks 10 pounds of semtex on the door, to which Niko goes WTF because even if that opens the door the explosion could hurt the other Rabbits.
Moe just says her squad's used to it. Niko is apalled at this awful example of breaching a door, and is speechless when the door goes down and all the rabbits walk into the elevator with her.
Miyako sighs that while she did say she believed Moe could open the door, she didn't expect Moe to use all of their remaining semtex to do it. Saki is embarrassed that their senpai such an awful breaching. But at least Moe's thirst for destruction came in handy.
Moe: Are you making fun of me?
Saki: It was a compliment.

Miyako orders the rabbits to get their rappelling gear ready and they all descend down the elevator shaft.
Meanwhile the Foxes report in to Yukino that they lost. She tells Niko to retreat as planned and let FOX 1 handle things alone, but Niko doesn't respond. Communications are down, probably because of Moe's explosion. Maybe it's for the best, because it means she doesn't have to have an awkward conversation with her squadmates.
Miyako makes it to the bottom of the elevator shaft. She asks if (you)'re okay, since you were tied to her back like cargo. You say you're fine.
The rest of the rabbits arrive too, and are getting ready for the final push when Yukino arrives. Miyako asks her to surrender since the situation is obviously against her, but Yukino says FOX won the war as soon as they entered this silo.
Yukino has her finger on the detonator. If the Rabbits enter the operation room, she'll blow it up. Everyone present will die... but she'll have succeeded at her mission. Being SRT means doing anything to fulfill the mission.
Yukino recomends they all leave if they want to live. It's her final advice as their senpai.
Miyako: ...Sensei.
Sensei: ...You don't want to give up here, right?
M: ...Yes. We'll do anything for our mission too!
S: Then let's do it.
Miyako orders her squad to charge the operation room.

As intruder warnings go off, Yukino wonders how she came to this point. All she was doing was following orders to bring back SRT, and now she's holding a detonator.
She decides to not think about it too deeply. Just like always, all she needs to do is complete the mission. And the mission this time is detonating the warhead.
?: ...Sorry for keeping you waiting!
Yukino: FOX 4...? What're you doing here?
Otogi explains they had to take a detour through the ducts to avoid their kouhai. Kurumi grumbles that Saki shot her in the stomach 5 times after she was already down. Yeah Kurumi taught her to do that, but that's overkill! Niko reminds Kurumi that that was the right thing to do, so don't be too harsh on Saki.
Yukino asks why they're here. Otogi says it's because Yukino is here. Yukino reminds them of her orders, but Kurumi interrupts her to ask if Yukuno was planning to take responsibility by trading her life.
Yukino says the information wasn't important to the mission, so the others didn't need to know. Kurumi cuts her off and screams that they DID need to know, because Yukino is their friend before she's their squad leader. And they're not going to let their friend plunge into the abyss like that.
Yukino protests that this isn't how a veteran special forces unit should act. This isn't their call to make-
Niko: Yukino.
N: This operation was a failure from the very beginning.
N: We dirtied our hands for the grand cause of restoring SRT.
N: And while it would've been hard enough to talk about SRT's justice with dirty hands...
N: Please don't make us carry the weight of leaving a friend to die just to escape responsibility.
N: And of course, pushing this responsibility on your kouhai is even worse.
Niko asks Yukino to share her disgrace with her entire squad. They'll all work together to drive off the Rabbits. Yukino agrees.
FOX Squad: Everything is for the revival of SRT!

In the chaos of the battle, the detonator is blown out of Yukino's hand. (you) catch it. Miyako is happy, and then Yukino warns her to not look away from the enemy and rushes her.
Yukino chides Miyako for always being so sloppy. She would've failed if this was an SRT exam. Miyako agrees, but this isn't an exam. It's reality. And in reality, justice always win.
Yukino scoffs that if that was true, things would've never come to this point. Reality always betrays your hopes.
Miyako pulls the same flashbang trick that Yukino did in their previous fight, and after disabling her mentions that Yukino's previous advice about head movements or whatever increasing reaction speed was right.
Miyako asks Yukino to disarm. Yukino sighs and wonders why such a nice kouhai didn't trust her senpai's words. Miyako is confused, so Yukino clarifies that when she said she was going to push the detonator if the rabbits entered the room, she wasn't bluffing. At that point she had seriously planned on giving up her life.
Yukino wants to know what Miyako was thinking when she charged the operation room anyways.
Miyako: I believed that there was no way you'd choose to throw us away, senpai.
M: You said it before. You dirtied your hands to bring back SRT for our sake.
M: Someone who could resign herself to reality, gamble on the future, and even throw her own life...
M: would never abandon her kouhai, the ones who bear the future of SRT.

Yukino doesn't get it. She forced her kouhai to wake up from their childish dreams, taught them the darkness of society, told them over and over that a cowardly victory was better than an honorable loss and they still trust her?
Miyako reminds Yukino of what she said before: SRT's justice will never waver. Even if the gloominess of reality blocks out the light they give off, so long as they hold on to that justice its inherent value and meaning will never fade.
Miyako: Senpai, you were our dream. And our future.
M: And if we couldn't believe in our future (read: FOX Squad)... We would've never chosen this path to begin with.
Miyako begs Yukino not to run away and to return to walking in front of them.
Yukino finally admits she went too far. From the very beginning, SRT was an organization that wielded power far greater than its members could be responsible for. So when the GSC president disappeared, she started looking for someone who would take that responsibility for them.
If she had just given up that power entirely everything would've been fine but... they were reluctant to give up the authority that someone else handed them.
Yukino thinks it's an ironic fate to run into a shadow of the past at the end like this.
Yukino apologetically tells Miyako that the warhead must be detonated anyways. She asks the Rabbits to leave and to let the former SRT and their responsibilities be buried in the abyss.

Sensei: ...Even adults have moments where they find it hard to accept responsibility.
S: But you can't just run away from it.
Yukino says (you) could never understand them. Because you're someone who CAN bear power and responsibility. She asks what you'd do if you ran into a responsibility you couldn't shoulder, like they did. What would you choose to do.
S: ...I'd wait for tomorrow.
Yukino asks what could change in a single day. If you repeat your mistakes, the results won't change. And a weapon that can't perform its duty deserves to be discarded.
Sensei: But you're not weapons, you're students. So you'll be better next time.
Yukino: Next time...?
Y: Do you think we have a next time, Sensei?
S: Of course.
S: If there's something you don't get, study it. If you run into trouble, reach out your hand. If times are tough, support each other.
S: That's how you grow up and become adults. And when that time comes, then you can bear responsibility.
Y: Become... adults...
Y: So we... weren't adults, huh.

Kurumi complains taht Saki shot her in the stomach AGAIN. Saki must be doing this on purpose! Otogi tells her that that's why she should cover up with some bulletproof plating, but Kurumi says it makes it hard for her to breathe.
Niko: ...Looks like we failed, FOX 1.
Yukino: ...Yup, we failed.
N: ...He's a weird adult, just like the rumors said.
Y: Seriously. He really is... a weird adult...
Y: ...But it's because an adult like that is here... that "today" can end safely.
Yukino admits defeat and says FOX squad surrenders. She asks her kouhai to prove with their own hands that they won't make the same poor choices yesterday's FOX squad did.

Kaya is enjoying some fancy coffee while waiting for the news about Kousagi town to hit when the phone rings. It's the Kaiser general.
Kaya asks him how the mission in Kousagi went and is confused to hear that FOX squad failed.
She is even more confused to hear that RABBIT squad is armed and marching on the GSC with Sensei by their side. Kaiser can't stop them.
Kaya gets pissed and reminds the general that she already paid him. Do whatever it takes to stop SRT!
Cut to the Rabbits raiding a train station to secure a quick path to the GSC building.
Moe mentions that she's contacted "Highlander Railway Academy" and told them the situation. They've halted the line the Rabbits are on for an hour so they can run on it with no worries.
The Kaiser general curses FOX squad for getting taken out, even after all their training. They're a disgrace to special focres everywhere. But luckily, Kaiser SOF is on standby. They were originally prepared to deal with FOX squad, but they should do just fine against RABBIT.
General: I'm not like those idiots who let their guards down and fail-
Saki shoots them down
Saki: Tango, down!
Miyako: Roger, then let's keep going.
Miyu: S-Sorry...!
Sensei: Excuse us.
General: What... are they...
G: How dare they make a fool of me like this...
G: ...I'll never forgive you, SRT!

Kaya is yelling at Valkyrie to send SOMEONE to stop the approaching terrorists, or else she'll erase the school entirely. Then the Rabbits bust in.
Miyako explains they have proof that Kaya attempted to bomb Kousagi town, facilitated terrorism, abused her authority, and conspired with Kaiser. She's under arrest.
Kaya is furious that SRT is arresting HER. You remind her that situations like this are why SRT was created to begin with. You hope Kaya will admit her faults.
Kaya: Sensei... C-Can we talk for a bit?
Kaya admits that her Schale reorganization proposal from a few days back might have been a bit excessive. How could she have tried to control Sensei, the man who's solved so many of Kivotos' problems? So let's pretend that proposal never happened.
Instead, she'll provide all of the benefits she promised with no strings attached. Supplies, manpower, anything Schale needs, she'll give.
Kaya: A-And if you need me to, I can personally go to Schale myself to lend you a hand!
K: I'll do whatever you say, so please-
Sensei: ...Kaya.
K: Y-Yes...?
S: I'm not the one you should be apologizing to. You need to properly apologize to all the students you've bothered.
K: Y-Yes, of course. If you tell me to, I'll apologize to anyone.
K: S-So who should I apologize to first...? Executive officer Rin...?
S: Looks like you still don't get it...

Haine busts in and asks if Kaya's safe. Kaya is relieved to see the head of the Physical Education department, and says she knew one of her supporters would come save her.
Haine is confused to see (you) together with the SRT first years. She warns you to not trust the Rabbits, because they were paid off by Rin to attack Kaya.
Kaya agrees that this whole thing was a trick by Rin and her supporters to frame her. She accuses the Rabbits of being completely unlikable incompetents who had all their nutrition sucked up by one part of their bodies.
Saki: Huh? Wh-What does that have to do with anything?
Moe: ...Is THAT what got your inferiority complex burning?
Moe: Wait, I get it now... Looking closer, your supporters all strangely have something in common...
Haine: Hey glasses, what's that supposed to mean...?

You ask Miyako to play the film FOX squad gave you. In it, Kaya congratulates Yukino for FOX raiding the GSC and says that while this will increase negative sentiment against SRT, once she becomes president she'll put a stop to that.
Yukino brings up that Haine got hurt, and Kaya goes "what, that idiot?" She waves it off as an unavoidable sacrifice for the greater good.
Haine is confused, because Kaya said she didn't know anything about SRT's raid on the GSC.
Back in the recording, Kaya is complaining about the Grand Kivotos Athletic Meet Haine proposed, and says that after the coup she'll restructure and throw the PE department in with the Culture department. She gets a call from her secretary, and is told that there isn't enough onigiri for the meeting participants. She answers she doesn't care and to not bother her with trivial things like that.
Kaya claims the recording is fake. It's all fake, it's all part of Rin's schemes. Meanwhile Haine can't believe Kaya thought of her supporters like that. And when Haine broke her arm after that raid, she couldn't even attend the gateball meet!
Haine declares they don't need someone who can't recognize the value of exercise, and calls for an impeachment.

Cut to a Kronos broadcast. Mai explains that Kaya was impeached and prosecuted after her attempt to bomb Kousagi's train station was discoverred. Kaiser was connected to this case, but they got off by claiming that this was Kaiser Security acting on its own.
Even though this incident has ballooned to massive size, the GSC refuses to give a detailed explanation. It's making people suspicious of them.
Mai calls in a specialist to help explain: Descartes. He introduces himself and his group and tries to talk more about it but Mai gets him on track.
Mai gets to her first question. Kaya denied that her actions were motivated by self-interest, and was recorded saying "once the real superhuman appears, you fools will understand my goals" as she was carted off to the Correction Bureau. But who IS this "superhuman"? Schale's Sensei? The GSC president? Or some as of yet unseen secret...?
Descartes says it's none of those. If there was some greater power out there capable of manipulating the head of the Defense Department, there wouldn't been no need to do something as difficult as a coup in the first place. He waves Kaya's words off as the defeated howling of a loser.
Mai moves to the next question: several students in an unknown sailor uniforn were seen being arrested alongside Kaya. It's rumored that they were members of the now closed SRT- Descartes cuts in to scream that that's impossible.
Descartes fumes that the members of SRT are all brave students who fight for justice. It's incredibly rude to even associate them with a criminal. He swears on his expired yakiniku bento that it's fake news that those arrested students were SRT.
Mai's final question is why exactly Kaya called out Sensei in her public broadcast. Was she planning to take Schale's authority? Descartes denies this too and says that Kaya just wanted the expired bentos from Schale's convenience store. There's always so many leftovers because Schale's Angel 24 branch is pretty big but doesn't have much customers. Descartes figures Kaya and Sensei must've been negotiating for those bento, and as proof cites how no bento were delivered to that Angel 24 for some time after the meeting.
Descartes uses the subject of bento as a segue to recruit for his group, so Mai cuts the feed and has him dragged away. Mai restores the video afterwards, apologizes for Descartes' sudden absence, and directs viewers to the next program: the mysteries of the squid. Stay tuned.

Meanwhile, FOX squad is in jail. Niko is surprisingly okay with jail life, and thinks it's similar to back in SRT: you wake up at a certain time, train, follow the rules, etc. Her only regret is there's no inari sushi.
A Valkyrie mob comes in and tells Niko she has a letter. Niko is confused because there's nobody outside who'd bother to write to her, and then she realizes it's from Miyako.
Miyako's letter starts as a formal status report, but she stops and changes to a more casual style.
The Rabbits are back at the park. They had a long talk over where to go, and in the end decided to stay where they were. The only school that could make their ideals a reality was SRT. And at Rabbit Park, they can keep fighting for SRT's justice.
Rin returned to being Acting GSC President, and the strict new laws on D.U. have been repealed. It seems like there's less criticism of Rin now too. But there's still a lot of troubles plaguing Kivotos, so Rin and the GSC have lots of tough days ahead of them.
The decision was made to keep the Rabbit's victory over FOX their arresting of Kaya a secret. The GSC didn't want to admit they got help from an academy they closed themselves, while the Rabbits didn't want to publicly humiliate their senpai.
All the credit for this case went to Kanna, which helped her and the Public Security students get back to work sooner. Miyako is glad that Kanna was in some way rewarded for her decision.
Kirino got an offer to transfer to Public Security, but for some reason she declined. Maybe she realized something in that last battle?

RABBIT squad was officially allowed to stay in Kousagi Park. Miyako can now face Valkyrie students without fear. Life in the park is still inconvenient though, so Sensei is helping out.
At Schale, Moe thanks (you) for letting her use the showers. (You) remind her that you said the Rabbits could use Schale's showers back in V4C1. Moe wonders if she should borrow a fridge too.
Saki comes in with a report (you) asked her to help with but stops when she sees Moe. Moe explains that her fan broke, and she got all sweaty, so... Saki accuses Moe betraying the Rabbits and enjoying Schale's showers on her own.
Sensei: Oh by the way, Saki. I bought the shampoo you asked me for earlier.
Saki: O-Oh. Thanks.
Moe: ...What, so you came here too? Wonder which of us is the real traitor.
Saki explains that when she was on Schale duty, the inside of her helmet got all hot so she just needed to wash her hair! She didn't take a shower like a certain someone! Moe fires back that either way they both used the shower room.
Miyako enters and greets (you). She's sweaty after the morning's operation so she'd like to borrow the shower. Then she sees Saki and Moe. They're just as surprised to see her.
Miyako writes that it'll take a while for everyone to adjust, but she's sure they'll all learn to get along. Because Sensei is there supporting them.
She ends by saying she also sent a gift. Normally the Correction Bureau wouldn't allow this, but she asked Sensei for help. It's nothing compared to what Niko could make, but she sent a convenience store bento. It's the best the Rabbits can provide as of now. End of report.
Niko can't believe the first present her kouhais ever send her is a convenience store bento. But she's glad they're doing well.

Otogi and Kurumi come in. They're done with their morning run. Kurumi groans they've gotten weaker if running is enough to tire them out. They then recognize the smell of inari sushi.
Niko tells them they got a gift, and asks them to call Yukino over so everyone can eat together.
Kurumi: Still, eating a convenience store bento in the correction bureau... Don't you think that's weird?
K: Who'd we get this inari sushi from, anyways?
Niko: Hmm, let's see... If I had to tell you who sent this...
N: Then let's say it's a present from "tomorrow".
