36 out of 52, or ~69%, of the Starfinder 2e playtest monsters have peak Reflex. For context, the soldier is a class that almost entirely revolves around forcing Reflex saving throws. Therefore, a soldier is likely to be frustrated if an adventure is composed predominantly of peak Reflex monsters.
Part of the issue may be that most of these are low-level monsters. Paizo has always, always fallen into a mindset of "Hmmm, low-level PCs should fight mainly small and agile little rascals... and those should obviously have peak Reflex!"
