Assessment:
Omnigirl is a potentially extreme threat due to her combination of high-level Brute and Mover abilities.
Her strength and durability allow her to engage even the most dangerous villains directly,
while her flight grants her exceptional mobility and tactical advantages.
Potentially the first Alexandria package that could trade blows with the original Alexandria.

Strengths:
- Extreme durability (known to tank high-caliber bullets with zero apparent damage)
- Extreme strength; able to stop multi-ton vehicles at high speeds
- Flight measured at speeds upwards of 300 km/h

Weaknesses:
- Lacks ranged combat capabilities
- Relatively new to Brockton Bay's cape scene; inexperienced
- Vulnerable to Master effects

Engagement Protocols:
1. Do not engage in direct physical confrontation if possible.
2. Utilize containment foam to restrict movement.
3. Attempt to reason with or de-escalate if possible.
4. In case of violent outburst, evacuate civilians immediately.
5. Deploy Master-rated parahumans as available.

History:
Omnigirl is a relatively new vigilante in Brockton Bay.
She has shown a strong desire to combat street-level crime and gang activity.
Has demonstrated willingness to work alongside other heroes, but shows friction with more moderate approaches.
Cooperated with PRT ENE during April 2011 "Pun-Pun" incident and was granted amnesty for past actions.

Attempt to recruit or at least establish a positive working relationship.
Her power set and vigilante activities make her a potential asset,
but her aggressive tendencies and disregard for due process are concerning.
