Kronii's chuuni but she doesn't give a shit about her lore. She just tries to make it as non-spectacular as possible so she doesn't get difficult questions about it and can just give some equally non-spectacular answer.
Council embracing "we're not actually that powerful or in charge of anything, we're just chuuni and have some minor powers' would be funny.
I feel like Kronii is really the only one with any actual "powers"
Mumei doesn't really do anything and is sort of just a presence that...in itself guards humanity or something. She just watches.
Fauna doesn't have like "nature powers" or anything. She's pretty much just an immortal lady that lives in the woods and makes people drink her magic tree tea.
Bae doesn't do anything.
Sana can get really big.
Kronii has "time powers"
Iirc the Lore reveals so far:
Mumei isn't the actual Guardian of civilization. They just found a random ordinary girl and thought she was.
Fauna isn't the real Keeper of nature. She cursed the original Keeper (Nemu) and stole her spot
That just leaves Sana and Kronii as actual council members
When did the Mumei one happen? All I know is that Mumei tries to dodge responsibility by emphasizing the "guardian" part of "guardian of civilization".
I'd like to say Oct/Nov, maybe the hoomans would have a timestamp. She has Guardian of Civilization duties, but she isn't the actual Guardian of Civilization, the council members found her one day and everyone just went along with it.
It's actually comical in a Commissar Cain sort of way
Fauna can regenerate life I think. But yeah Kronii is almost the only one with clearly demonstrated powers.

I don't remember. But honestly nature powers aren't that flashy. Chaos powers even less so. What the fuck is Bae's powers? I have no idea so I can't slide her into any power rankings!
her powers could work like the infinite improbability drive
or something like everytime she uses her power, it creates a small "bubble" around her. this is her AOE. anything within the bubble is affected by her powers. the more complicated and more complex goal she's trying to accomplish with her powers, the bigger and more powerful the bubble gets.
example: she uses her powers to telepathically move a chip/"french fry" closer to her. the lightbulb above her flickers a bit
she uses her power to turn the french fry into a lollipop. the lightbulb is now a ceiling fan and the door gets replaced with a wall of bricks.
technically she could do anything with her powers but its balanced by the fact she has to deal with the immense fallout afterwards.
or it could be simpler like the IWHBYD skull where probability is swapped. the things that are near impossible to happen happen all the time and the things that are supposed to be certain never do.
I'm not sure I understand the first power you're describing. But the second power kind of seems to be not always be to the advantage of Bae which would make her relatively weak. And if Bae can control all probability and make everything go according to her will, it doesn't actually feel like Chaos. It's more like Order at that point, no? But Bae was made leader of council to bring order among them...
