One's Righteous Duty

The superintendent's office is quite the definition of plain: small, undecorated; save for the few potted plants his wife bought on a whim, a dirty sofa that he probably spent more days sleeping on it than his own bed this week, and a dusty desk that suffers with his unending paperwork.
Yes, such is his life. Was he content with it? Probably? Maybe? Perhaps? Does it really matter? He was lucky to be promoted, that's for sure.
Today, he assumed the position of a very capable Selenistic bureaucrat, his subordinates would do his work. He had plenty of worries of his own anyway-
Three rhythmic knocks on his door. A moment of waiting.
"Come in!" The boss yelled.
The door quietly opened, with a scrawny figure with short hair and round glasses revealing itself wearing a wrinkled overcoat that definitely needed some washing. That was his good friend and subordinate Nils, his unofficial personal secretary.
Nils' small stature lined up in front of him, document in hand.
"Sit down, Nils." He gestured to the chair facing him.
The wooden chair cries a small creak in order to confort Nils. The boy looked a little nervous; fiddling with his glasses and his jumpy attitude was an obvious indicator of it. While it was common for the small Nils to be naturally anxious, this behavior was certainly not. Something must've happened.
"Archbishop Erik talked to me earlier today. He wanted you to see this immediately." The file is now on top of the desk.
It’s beige cover looks inconspicuous at first glance, but the next page has a massive stamp of his commanding division.
Indeed, it wasn't the first time he got something like this in his hands, it usually meant some more hours of his free time were occupied. Skimming further, something caught his eye:
BY ORDER OF THE SELENISTIC CHURCH
SUPERINTENDENT ARNE IS TO APPEAR IN VALDSTENA AS SOON AS POSSIBLE.
REPORTS OF DRAGONIST ATTACKS ON NEIGHBORING VILLAGES.

GLORY TO SELEN.
Valdstena is where the 4th Department was operating, why would they call someone unrelated to such an affair?
