Which version do I buy?

Your best bet is to grab the Ultimate Edition with all of the DLC.
DLC can be pirated if you want to save a couple bucks, but it's really not worth the hassle.
Don't pay full price, this game goes on sale all the time.

Be sure not to just get the base game if you ever intend on buying the DLC, there's no option to compete the bundle.

General setup:

Content Manager is a much better launcher than the default one, and the free version should do everything you need.

Install CSP through Content Manager under Settings>Custom Shader Patch, this improves lighting and is required for some mods to function correctly.
Under Settings>Assetto Corsa>Video set "Rendering mode" to either OpenVR or Oculus Rift depending on what you're using

Under Settings>Assetto Corsa>Video, uncheck the box for Sunrays since they don't work well in VR
Under Settings>Assetto Corsa>Controls, bind buttons for "Teleport to pits" and "Reset camera in VR"
Under Settings>Assetto Corsa>Windscreen FX, check the box for "Remove dirt completely" to clean your windshield
Under Settings>Assetto Corsa>View & UI, lets you set Units to Imperial if you prefer that

Installing Mods:

The easiest method to install mods is using Content Manager. Almost everything can be installed by dragging and dropping your mod files onto the Content Manager window.
Mods can be compressed through Content Manager to save space using Content>Tools>Compress files, because of how mod files are loaded, there's no real reason not to do this.
If you do need to manually install, cars and tracks generally go inside their respective folders in the game folder (content/cars and content/tracks), but you'll want to check the files for the mod to be sure.

If you want a physical wheel:

Logitech G29/G920/G923 are the typical recommendation for an entry level wheel, and have a fairly inexpensive H pattern shifter that can be added on if you want that.
If you're fine with spending a little more, Moza R5 and Fanatec CSL DD are nice entry level direct drive wheels.
If you want to go a little cheaper, you might have some luck finding a deal on a Thrustmaster T150/TMX.
Looking for a lightly used wheel locally can also be a good option if you're looking to save some money.
