Ghostboy 2 Ghostboy 2

CONFIDENTIAL CONFIDENTIAL CONFIDENTIAL

PRT THREAT ASSESSMENT

Code Name: Ghostboy 2
Civilian Identity: Unknown
Affiliation: Independent Vigilante

Power Classification:
- Breaker 3
- Stranger 6
- Brute 2
- Mover 2

Abilities:
- Breaker state allows intangibility and passage through solid matter
- Toggleable and unconditional invisibility
- Apparent access to a "pocket dimension"
- Sound manipulation
- Moderately enhanced physical abilities (strength, speed, reflexes)

Assessment:
Ghostboy 2 is a highly versatile and elusive parahuman with apparent schizophrenic tendencies.
His combination of intangibility, invisibility, and enhanced physical abilities
make him extremely difficult to contain or combat effectively.
He is considered mentally unstable and paranoid (see History).

Strengths:
- Can effortlessly infiltrate secure areas
- Highly unpredictable in combat due to intangibility and invisibility
- Difficult to detect or track
- Enhanced physical abilities coupled with martial arts proficiency
- Noctis cape (speculated)

Weaknesses:
- Combat capabilities are only on-par with an extremely fit human
- No ranged capabilities

Engagement Protocols:
1. Implement full Stranger/Breaker protocols.
2. Utilize infrared and other sensory equipment to detect presence.
3. Engage from range; close-quarters combat strongly discouraged.
4. Be prepared for hit-and-run tactics and verbal provocations.
5. Assume Ghostboy 2 has access to various equipment via his pocket dimension.

History:
Former vigilante who has escalated to engaging in combat with heroes.
Started by targeting criminals, then expanded to perceived corrupt law enforcement,
and now openly conflicts with PRT and Protectorate members.
Seemingly under the impression that all capes, villainous and otherwise, are out to get him.

Notes:
- Highly skilled in martial arts and stealth
- Uses sound manipulation for psychological warfare during combat
- Demonstrates an aggressive, "fight to disable" mentality

Recommended Approach:
Do not engage unless detection is possible. Direct confrontation is risky.
Engage outside of his Breaker state if possible.

Director's Note:
I'd like to see us getting him set up with psychological supports, if possible.
I don't think this is a lost cause.
...Also, where does the "two" come from?
