Treaty of the Rose Palace

As part of continuing cooperation between Rosebutas and the Mononobe Shogunate for the greater good of both countries, the following treaty has been agreed upon.

1. The Mononobe Shogunate will build a trading port, with proper facilities for both trade, shipbuilding, training for the locals, and defenses against hostile threats. All land that the city requires will be paid for by the shipbuilding rights and a stockpile of firearms provided to the locals.
2. The "Spider Island" will be available to the Shogunate as a naval base and way station.
3. The Shogunate will teach the locals shipbuilding methods, how to use firearms, how to sail ships, and build them a military academy in the new city.
4. The Shogunate will allow locals free citizenship in the new city, and full rights that come as a citizen of the Shogunate in it. Furthermore, the locals have access to all shipbuilding and trade facilities as if they themselves own them. Laws within the city shall be that of the Shogunate while outside of the city, it shall be that of the locals.
5. An embassy shall be set up in the city as well as a trade delegation to assist the locals.

SECRET CLAUSE(S)

1. The Shogunate will protect Rose from any internal threats from neighboring states in the event of war.
2. The Shogunate will assist Rose in building forts to protect themselves against schizos and foreigners alike.
