Dear Lunaito Ambassador:

I speak with the voice of the Black Fleet’s premier research body in the field of Schizo Sciences. Our lives’ purpose is to understand the causes, workings and weaknesses of the Schizo scourge which plagues our lands. The Black Fleet Admiralty has identified the Northern /luna/ coast as an ideal staging ground for its operations in the Arctic Sea. A modest base, including dry docks, a warehouse, and an embassy would be sufficient to begin our work.

The Black Fleet has much to offer in exchange for your people’s collaboration. A wealth of Deadbeat gold to lease the land, a fruitful exchange of our shipbuilding techniques, job creation in the inhospitable /luna/ tundras, and an additional military presence to assist in protecting the Anpontan Alliance’s coasts from schizo raiders.

Moreover, any insights and findings of import regarding our shared enemy will be shared with /luna/ authorities.

If this proposal is agreeable to your leadership, we would send a delegation of our best and brightest as soon as this Spring to commence this budding collaboration.
