Captain's log, April 12th 2011.
We have finally fixed the power fluctuations coming from reactor seventeen. Turns out there was a family of raccoons nesting in one of the relay junctions and they were futzing with the wiring. No idea how they got on board, but I suspect one of the crew picked up a 'pet' which turned out to be pregnant, then lost track of it. Anyway, we turned them over to a wildlife rescue centre in town and cleared all the nesting material, faeces and what-not out of the relay so now it's working fine.
Now that I have a little time on my hands I think it's time to create a catalogue of persons of interest in the Brockton Bay area since we're going to be here for a while and I'm likely to need some sort of reference at some point, knowing what I'm like with names and such. I think I'll start with just the capes for now. Note that this is not an exhaustive list, because there are a hell of a lot of capes in Brockton Bay and I'm a lazy, lazy man when it comes to paperwork.
Heroes:
Protectorate:
Armsmaster.
The current team leader for the Protectorate East-North-East. A powerful Tinker with a very versatile specialty (miniaturisation, letting him build numerous gadgets into all of his equipment). Even through the obscuring haze of the Protectorate's image department his awkwardness and lack of people skills leak through. He must be a highly competent hero to have reached the position of team leader with his lack of charisma.
Miss Militia.
Originally from somewhere in the middle east, judging by her ethnicity and accent. Power to summon any weapon from a knife to a rocket launcher instantaneously. Takes a lot of discipline and restraint to use that kind of power for heroics. Always comes across as a nice, genuine, reasonable sort of person. Probably a good point of contact if I ever need to approach the Protectorate directly for whatever reason.
Horikiri Takeichi.
Kind of an odd case. Technically on the books with the Protectorate, but most everyone just leaves him alone except for dire emergencies. Easily one of the strongest capes in the world (probably the strongest, physically), able to beat an Endbringer into submission with his bare hands. Sadly not able to beat his own internal demons as easily. I fully intend to respect the Protectorate's policy of 'leave him the fuck alone'.
Endstopper.
The Protectorate E.N.E.'s next most powerful heavy hitter after Takeichi. Turns into an Endbringer, mainly to beat up other Endbringers, then presumably turns back into a human again. Lots of collateral damage whenever he's deployed, but there's really no helping that. Between this guy and Horikiri Takeichi Brockton Bay should be as safe from Endbringer attacks as anywhere in the world could be, which was the whole point of moving here. Not that I plan to futz around with the guy or anything, I'm happy to just let him do his thing.
Buckshot.
Seems like a stand-up guy. Not sure what it is with gun-related capes being the most well-balanced and reasonable. Infinite ammo and auto-aim powers. Probably the deadliest person with a gun in the world when he's given an excuse to cut loose. Apparently there was another, very similar hero of the same name a few years back who died. Not all that strange, heroes often recycle the names of their dead and / or retired predecessors (see the whole 'Unicorn' situation). Probably a good idea to just keep out of his way.
The Hoper.
Some sort of robot, apparently? Not sure who's holding the remote, but it seems to be doing a good job of hero work, so I guess it's fine. There's rumours online that it's operating autonomously. If that's the case then I have some very mixed feelings. I've seen what happens to some of Casandra's robots if they go without maintenance for too long. Not all of them just grind to a halt, I remember the one in the galley that started trying to chop vegetables from across the room. I still have a scar on my shoulder from a flying cleaver.
Hero.
Probably the most powerful Tinker alive today, seems to have similar or identical powers to the original Hero. Never heard of that happening before, but I guess anything is possible with powers. Highly reclusive since she had a bad run-in with the Golden Skull, which is a shame as I'd love to have a chance to swap notes with her, or even just chat. Me and every other Tinker in the world, I suppose. Sadly, the chances that I'll even lay eyes on her are basically nil.
Scribe.
Contrary to appearances, he's not actually a robot, just a heavily augmented cyborg (at least according to his official online profile). Tinker, with some sort of energy-based specialisation, maybe? Energy weapons, perhaps? Takes his 'magic' gimmick to ridiculous extremes. Not sure how his co-workers put up with it. Still, has a very good record of arrests and disaster relief. Probably going to avoid this one. Never did like L.A.R.P.ing.
Wards:
Bumble.
Current leader of the Protectorate East-North-East junior division. 'Pocket Legend'; flying and projectile powers, (albeit much less powerful than the big man himself), plus shrinking. High energy, excitable, reminds me a lot of Casandra. Has those two hangers-on, the Tinker and the other wizard wanna-be. Don't expect to interact with the Wards very much, if at all, but if I do it'll probably be through Bumble.
Vista.
The youngest Ward in the E.N.E. division of the Wards. Very powerful Shaker, still learning to use her power to its fullest effect. Also just getting to that age where young girls desperately want to be seen as 'grown up'. Powerful cape + teenage wangst is a very bad combination. Minimise interaction (not that I expect to interact with her at all, but still).
Clockblocker.
Striker with time-stopping (relative to a frame of reference) power, limited control. The group comedian, announced 'funny' name live on T.V. so the image department couldn't walk it back. Mildly surprised Piggot hasn't strangled him yet. Hope I don't have to hang around with him.
Wild Hog.
New recruit. Case 53 like me. Anthropomorphic animal form like me. Hope the kid isn't looking for a role model, because I'm not looking for some sort of protégé (if I'm being honest with myself, I suppose Casandra already fills that particular role). Some sort of mover / striker combo backed up with some low-level brute powers. Seems chill enough, though.
Independent Local Heroes:
Glory Girl:
The biggest heroine in Brockton Bay!
Is it a bird? Is it a plane? No! It's a blimp!
She must be one of the most powerful Movers in the world if she can get that ass airborne!
I heard there's a city ordinance that sky-scrapers can't be built too close to one another in case she gets wedged between them!
Apparently a Macy's thanksgiving parade float made a wish to become a real girl!
Okay, okay, that's the last one. Seriously, though, by American standards she barely rates as plump. I guess when the rest of the cape scene is dominated by people built like pro athletes being even kind of fat makes you stand out. She seems happy enough, though. Scuttlebut on the web is that she's in a relationship with Gallant from the Wards, so I guess he's a chubby-chaser?
Panacea:
The other daughter of super-couple Flashbang and Brandish. Striker with healing powers. Little shit. Has avoided trouble with law enforcement over teenage hooliganism so far purely through virtue of being able to heal any injury with a touch. That kind of power gives almost endless clout with the authorities. Rumours online that she can do a lot more than just heal, but P.R.T. runs heavy interference in the media. Don't want anyone being afraid of the super-healer, I guess. I think I'll stick to Steve's regenerative gas for my healing needs, thanks.
Roadrunner:
New kid on the block, seems to be some sort of Tinker. No idea what his specialisation is, though, since he just seems to keep coming up with weird, looney-tunes bullshit. Saw online video of him deploying what appears to be some sort of paint-sprayer which made the image of a tunnel on the side of a building, which he could drive straight through, but when the guys chasing him tried to do the same thing they crashed into the wall. Another showed him deploying a huge boxing-glove on a spring from the side of his motorcycle. Maybe some sort of space-distortion speciality, disguised behind a 'cartoon' gimmick? At least it's more original than yet another self-styled 'wizard'.
Unknown bug-girl.
Not sure whether to put her here or in the vigilante section. There's footage all over the net from a security camera in the industrial district of her handing Werewolf his ass just a couple of nights ago. Master with control of insects / arthropods / invertebrates? Numerous proposed names including, but not limited to, 'Ladybug', 'Queen Bee', and my personal favourite 'The Brockton Bay Bugger'. Very little info available at this point. Watch this space, I guess.
Vigilantes:
Ghost boy 2.
Known to attack both villains and cops (albeit those who are known or suspected to have misused their power), and gotten into fights with heroes. High-level Stranger and probably Mover powers. Not sure I could keep him out of the Iron Storm, or even know for certain if he's been here. Maybe he shows up on thermal sensors? If so the vermin detectors would probably catch him, but then what? Hopefully he isn't interested in committing corporate espionage. If I could study him I might be able to come up with some material that could block his mover powers, but what are the odds he'll let me poke and prod him, especially for the explicit purpose of limiting his movement?
Also, why '2'?
Omnigirl.
I believe the colloquial term is 'flying brick'? Standard Alexandria package of flight +super-strength + invulnerability. Might actually be at (or at least close to) Alexandria's level. Rumours on the net say she's being courted by both the Wards (so I guess she's younger than she looks?) and the Empire 88 (local white supremecist gang). Without the Protectorate image department running constant interference for her there are plenty of anecdotes online about her using excessive force (especially, but by no means exclusively, against ethnic minority opponents), going after non-white 'suspects' on minimal / highly dubious accusations, and saying things ranging from 'kind of suspect' to explicitly racist. This kind of assholes usually includes us 53s on the list of 'undesirables', so I sincerely hope I never have any kind of run-in with her.
Singularity.
This is kind of a weird one. Very powerful Breaker / Shaker powers, pretty nebulous since he(?) hasn't really been seen letting loose yet. Seemingly came out of nowhere, been seen hanging around the Umbrella Corp. building and in the company of Umbrella officials, so Umbrella might be involved in Singularity's creation? So many rumours online, hardly any are substantiated in any way whatsoever. I have a meeting arranged with Umbrella reps, so I'll have the opportunity to ask them directly about this goober.
Sniper.
Real name apparently Jack Starkweather, ex-Navy Seal sniper whose kid was killed by a supervillain and I guess that must've been his trigger event? Has since gone on a killing spree targeting villains, which doesn't seem to have been affected significantly by his identity being uncovered lately. Powers not clear, probably some sort of Trump, since he's successfully blown away capes who really shouldn't have been vulnerable to a guy with a gun. Also might have Stranger powers, although that might just be the Navy Seal training. Breaks the pattern of gun-capes being the most stable. I've done my share of littering & jay-walking, but I don't think I'm on his list, so hopefully this guy is someone else's problem and long may he remain so.
Hel.
Spends all her time hunting down 'worthy opponents' to fight to 'test her abilities' like something out of an animé. I have the combat proficiency you'd expect from someone who's last 'fight' was a slightly drunk shoving match with some loudmouth in a sports bar about five years ago, so I don't think she'll bother me at all. Likewise Casandra is not exactly what you might call a 'whirlwind of destruction', and her robots are all explicitly for non-combat purposes so I think she's safe, too. I am, however, a little worried about Stephen, since his gases can give him some weird and wonderful power combos. Still, he's hardly one of the most dangerous combatants in Brockton Bay, so with luck this violent lunatic will have a bunch of other likewise violent lunatics to chew on before she gets anywhere near poor ol' Steve.
Villains:
Empire 88:
Kaiser.
Gang leader, veteran villain, been on the scene for years now. I guess Shaker maybe? Makes metal from nowhere, always wears suit of armour. Cunning and cool as you like, definitely not to be underestimated. Known to put ideology aside occasionally in the name of pragmatism, which makes him even more dangerous. As I said with Omnigirl, these dickheads usually lump us 53s in with the rest of their long, long. looooong list of people they think the world would be better off without, so I fully expect trouble from the Empire if I ever encounter them. It's common knowledge that they own so many cops they may as well have an office at the local precinct, so I don't intend to leave the Iron Storm without some sort of escort. I know Casandra doesn't like to make combat robots, but perhaps she'll make an exception to crank out a few bodyguard units or something? Avoid at all costs.
Hookwolf.
One of Kaiser's heavy hitters. Changer / Brute combo, turns into a giant wolf-thing made of knives. Brutal asshole, runs around shirtless with just a mask for a 'costume' since his clothes don't magic away when he transforms. Apparently always has metal under his skin (people have tried to jump him in his human form before, it never ends well for them). Maybe use powerful electromagnets to immobilise him? Not that I have any intention of seeking out conflict with him, but it always pays to be prepared. Ultimately just another violent asshole in a gang of violent assholes.
The Schizophrenic Hyperborean King.
I mean you'd kind of have to be schitzo to go by a name like that. No-one seems to know for sure what his powers are, so I guess that would point to really powerful Thinker abilities, maybe? Has gone from hobo to millionaire (speculated) in a very short space of time and nobody knows where the money has come from, which to my mind backs up the 'powerful Thinker' theory. Has earned a kill order from his murderous activities (all the usual targets for the Empire, of course). Have already increased security on the Iron Storm with the hope of countering any schemes he might have going, but if he's that powerful it might not do any good. Just have to cross our fingers and hope, I guess.
Gator.
Probably the most powerful Blaster in the world. Famously killed an Endbringer in South America. Standard hill-billy swamp-folk old-timey racist. Doesn't bother with a costume, which probably isn't a very good idea, since as far as anyone knows he isn't any harder to kill than any other human. Would be a real shame if someone just walked up behind him and blew his head off or something. Not that I'd ever endorse that kind of behaviour, I'm just saying it would strip the Empire of a very powerful asset.
Azn Bad Boys:
(Yes, apparently that's the name of a gang, not a gay porn site.)
Lung.
Absolutely ruthless, brutally violent, and charismatic enough to unite all the asian gangs in Brockton Bay into a pan-racial super-gang. Powerful Blaster and Changer, giving him very high-level Brute powers. Gradually changes into a giant silver dragon thing, also has pyrokinesis strong enough to blast a human being to ash in seconds, and does, frequently. As far as I'm concerned his only redeeming feature is that he opposes the Empire 88, and doesn't go out of his way to target case 53s. Like the Empire though, I rate him and his gang as 'avoid at all costs'.
Oni Lee.
Mover / Master with the power to teleport at will, and when he does, he leaves behind a clone that lasts for a few seconds then turns to ash. Uses this to launch suicide attacks. Also skilled combatant generally. Hopefully skilled enough that Hel (see vigilanties) will go after him and one of them will kill the other (dare we hope for a mutual-kill?). Lung's primary enforcer and as cold-blooded as they come.
Miss Remember.
Apparently a powerful Master / Stranger. Not much is known about this one on account of the nature of her powers, but some A.B.B. members the feds flipped have told about some girl with the power to erase and manipulate people's memories. They say she's a reluctant gang member, and the goons Lung assigns to her are as much to keep an eye on her for him as they are to do her bidding. What hold Lung could have over someone with these kinds of powers I don't know, but if someone could help her out then maybe they'd be owed a big favour by a very powerful cape, and that's never a bad thing. Not that I'd want to be the one crossing Lung, of course, I'm just saying.
Undersiders:
Grue.
Leader. Not too much known about the new kids on the block in general or their leader in particular. Ability to summon 'darkness' gives him a Shaker / Stranger classification. Darkness also muffles sound, but it seems that Gru himself is immune to these effects. So far the Undersiders have pulled off a couple of fairly impressive heists, and I wouldn't put it past them to try something on the Storm, but I've already jacked up the security on account of that Schitzo King guy (see Empire 88), so there's really not much more I can do. As a leader he seems pretty together, and so far he's avoided unnecessary violence, so at least there's that.
Tattletale.
The gang's resident Thinker. Must be pretty good, given how the gang have gone from complete unknowns to fairly major players in the Brockton Bay underworld. As with most Thinkers, it's extremely difficult to guess the ins and outs of how her power works. Comes across as very smug, but that's a common Thinker trait. Known to carry a gun, so maybe her power has some combat applications? Most capes don't carry guns unless there's some synergy with their powers.
Wraith.
High level Stranger / Mover (invisibility & teleportation) makes her very difficult to keep out of anywhere she wants to be, or trap her anywhere she doesn't. New recruit to the gang, previously known for hit-and-run tactics, much like the Undersiders, so I guess she's a natural fit. Like Ghost Boy 2 (see vigilanties) I can't readily think of any way to stop her getting on board the Storm short of her letting me study her extensively to come up with some kind of anti-her material. At least she doesn't seem excessively violent.
Unaffiliated Villains:
Werewolf.
Probably a Changer rather than yet another anthropomorphic animal case 53. Changer powers give him Brute, Mover, and some low-level Thinker powers. Smash-and-grab artist, mostly goes for easy targets, so a heist on the Iron Storm is probably way outside of his league. Did an A.M.A. on parachan's /vil/ board a while ago, but only got a couple of non-shitpost questions and sulked off. Got caught on camera getting his shit rocked by the new bug girl a couple of days ago. Very minor player all things considered.
Brand Yamamoto.
Has been sighted in Brockton Bay, so I might as well include him here. Another very powerful Stranger / Mover combo who infamously used his powers (and a gun) to carry out a killing spree of high-profile targets including the President of the United States and various foreign heads of state, earning him an immediate kill order, but so far no-one has even come close to catching him. He's been seen all over the world (sometimes caught on camera), but hasn't really done anything since his original rampage. Appears to be highly emotionally unstable, which is a very bad thing indeed for such a powerful cape. Nothing I can do here.
Mr. Skeltal.
Master / Blaster with the ability to self-duplicate and summon projectiles. Uses a combination of duplicates and human henchmen to run his gang, which is a fairly generic organised crime syndicate. Case 53, looks like a human skeleton. Highly eccentric, makes a lot of bone-related puns. Has very little regard for collateral damage and uses guns prolifically, earning him a bad reputation among other capes. As long as I keep out of his way, it's unlikely he'll make any special effort to bother me.
The End.
Highly violent psychopathic killer. Brute / Striker powers make him a human blender, capable of obliterating just about any target in hand-to-hand combat, making him another likely target for Hel (see vigilantes, see also Oni Lee), but his Trump powers make him immune to the direct application of other powers. Essentially just a super-powered serial killer, lashing out at random targets to make himself feel better, so as long as I'm careful he's unlikely to go after me.
Gold Skull.
A terrifyingly powerful Shaker / Blaster / Brute / who knows what else. Has gone toe-to-toe with the entire Triumvirate at once and come off the better. Infamously killed the original Hero, and handed the second (current) Hero her ass (see Hero) so badly she went into seclusion and hasn't come out yet. Killed an Endbringer just to prove he could, and now he's in Brockton Bay. On one hand it's always good to have someone who can fight an Endbringer (successfully, I mean) nearby, but on the other he could probably smash the Iron Storm out of the sky if he wanted to. I guess I just have to hope he doesn't want to, or that the local hero population can keep him in check at least a little.
Babel.
Sound control with both precise control and magnitude sufficient to weaponize it. Extremely dangerous, and has earned her kill order with her acts of extreme, random, violence. Doesn't seem to have any sort of overarching plan, which doesn't mean that she doesn't have one, of course. Could be a secret genius hiding her machinations behind a mask of randomness, or she really could be just a capricious monster being cruel for fun. Not sure which would be worse. Have put a bunch of Casandra's maintenance bots to work reinforcing the Iron Storm's structure with a sound-dampening material I've developed, but it's going to be a while before they finish, and given just how powerful Babel is it might not be 100% effective. At least she doesn't have any kind of super-durability so perhaps deployment of some of Stephen's nastier concoctions through the vents might do some damage if she ever does get on board somehow.
Ark.
Trump. Killed a bunch of capes and stole their powers, making him one of the most powerful capes on the face of the earth. Last seen in Brockton Bay, but then disappeared a few months ago. Unconfirmed sightings in and around the Brockton Bay area since then, but without the murderous violence that characterised his previous activities. No idea what happened to him, but it seems to be he's keeping his head down, which is weird. It's like a great white trying to hide out among a school of tuna. Who's he hiding from, and why? Gold Skull, maybe? He's about the only person I can imagine seriously threatening this guy. Best case scenario, Ark has had a change of heart and we don't need to worry about him any more, worst case he's working on something big and we should be more worried than ever. Just another invincible monster I can't do anything about. Oh well.
Nemesis.
Hero's stalker. A Tinker with the ability to copy other Tinkers' work (kind of). Crazy a shit-house rat, and completely obsessed with Hero (current version, and maybe also the original? Not sure she knows or cares about the difference). Since I have nothing to do with Hero (either one) I should be okay, unless I catch some splash damage from one of her madcap schemes. Not my problem.
Pun Pun.
Weird indestructible pocket-sized Endbringer thing, neutralised by throwing it into space. I mention it only because no-one knows where it came from, and that means there's always the lingering possibility of another one showing up from wherever the first one originated. Let's hope it was a one-off.
Cancer.
Yet another super-power murder monster. This one is a Brute / Changer with the power to modify her body however she likes, basically making her a shoggoth in a floral frock. As with the other killers-for-fun if I just keep out of her way there shouldn't be any problems.
Reaper.
A genuinely unhinged individual. There's plenty of loonies both in the super-villain population, and (worryingly) in Brockton Bay in particular, but Reaper honestly doesn't seem to be seeing the same reality as the rest of us, which is sad, and the P.R.T. & Protectorate would usually try and bring her in peacefully (as with Garrote, for example), but she can (and usually does) instantly kill anyone or anything (seemingly even regardless of Brute powers) that gets within arm's reach of her. Again, just stay out of her way and she remains other peoples' problem.
Pinnacle.
Like Hel (see vigilantes), this weirdo wanders around looking for people to challenge, but unlike Hel she always seems to go for the kill, which has earned her a 'Villain' classification. Also has a grab-bag of Striker and Brute powers, plus a Shaker power very similar to the one Hel uses where she creates an 'arena' that her target can't escape. As with Hel, I don't anticipate her coming after me or Casandra, but have some mild concerns about Stephen. But again, as with Hel, there are a bunch of better targets for her to work through first.
Miasma.
Nanomachine Tinker. Luckily for me, most of the materials the Iron Storm is made from are already resistant (not immune, mind you, but resistant) to deconstruction by nanomachines (or any other method for that matter). Likes to present himself as a 'gentleman villain' and tends to avoid collateral damage, unnecessary violence and so-on, but he will (and has) kill if it proves necessary to complete his plans. He has a proven track record of trying to steal advanced materials for whatever purposes, and I am concerned he'll try and get into the industrial areas of the Storm to steal my creations. As I've mentioned elsewhere, I've already beefed up on-board security, so there's not much else I can do except be vigilant.
Anomaly.
Yet another Tinker villain apparently focused on self-modification. Powerful robot body, lots of built-in weapons. Has exhibited erratic behaviour lately. Maybe she overestimated her own abilities and now she's struggling with her own augmentations? If we're lucky she might just fall apart on her own. I should probably feel bad for her, but I've been targeted by Tinker villains too often to feel much sympathy for someone who keeps trying to steal others' work, especially by violence.
Rogues:
Dr. Kharnigore.
The C.E.O. of Umbrella Corp. and bio-Tinker with a genetics specialisation. Already a gifted geneticist, the doctor has been able to make the absolute most of her abilities. Unsurprisingly, this has made her very wealthy and successful. She has a heavily modified body rendering her physically powerful. Highly professional, driven and ambitious as is usually the case with high-flying business types. Also highly reasonable and analytical, making her a very attractive business partner. I have arranged a meeting with a representative of Umbrella (might even be the doctor herself!), with a view to possibly getting to exchange notes and maybe even launch a business relationship with them. Of course, Cassandra and Stephen are both on board with this as well.
Fractal.
Dr.Kharigore's right-hand woman. Another case 53, although a slightly more abstract version than most. Cybernetics specialisation Tinker, but she also has a knack for so-called 'super materials', so I'm looking forward to swapping notes with her especially. She's kind of pretty, maybe I could get to know her personally?
Carl Ridgerton.
Not sure if I should include him, since it's not clear whether he's some sort of Tinker or just a super-genius, and the P.R.T. aren't saying either way, which is suspicious in and of itself. Regardless, he seems to be a decent kind of guy, so I don't think he's anything to worry about.
