We have to flesh out how our government interacts with our religion. The 12 should have some saying in political affairs, but maybe not the last word. Maybe veto power. The One is pretty much a religious figurehead, and wouldn't participate on politics... directly, The 12 speak for her. The 364/5 are grassroots, but maybe local affairs?

I like your idea. The One is a firegurehead leader, no real say other than to her lower priestesses, who in turn can defy the actual government. Is the real ruling branch a council of sorts?
