templaterr.neocities - a general resource for learning neocities.
★ jimmy's homepage - doesn't look like a tutorial at first, and it's not, but instead, it serves as a little demo of html. right-clicking and hitting 'view page source' will open up the html in a new tab so you can see exactly what they did to achieve certain results.
eggramen.neocities - a bunch of templates incase you don't feel like coding on your own. many templates are mobile-friendly, so you don't have to worry about doing extra coding to make it work on mobile.

w3schools - the main resource for learning css, html, and js. signing up for their courses is not required.
★ codebeautify.org - what i use to view my code when i'm not home. pressing the 'open in new window' button on the viewer will allow you to see exactly how your code will look. the 'beautify' button is also helpful if you have spaghetti code that you want to organize.
mf2fm - cool js codes. do not edit them unless you know what you're doing.
hover.css - cool hover effects. purchase not necessary.
