Outrun Tweaks is a wrapper DDL that fixes issues and improves compatibility for OutRun 2006 on PC, and restores online multiplayer for PC, PSP, and PS2. For a quick rundown, check the README.

Get Started
Download the game from the Mediafire link if you need it. It comes pre-installed with a texture improvement pack created by @zarquon (sprites in better quality from the arcade/PS2 version, and some fixed edits to the girlfriends, among others). A copy of the soundtrack in flac that's been looped by @Danhanado is also included. Lastly, an audio mod to make the engine louder is included.
If you'd rather download the unmodified Steam copy and mod it yourself, you can grab it from here or elsewhere.
Tweaks comes with a slew of bug fixes, improvements, and features. Read through the OutRun2006Tweaks.ini for a complete list with descriptions included. If you make a new .ini file named OutRun2006Tweaks.user.ini, you can put persistent settings there so you can update without losing your preferences. You can find the latest version here. It's recommended that you get the latest action build (comes with the Mediafire DDL), since the time between Releases is long.
Tweaks can turn off the in-game HUD. If you're on a controller, you might want to bind the key (default V) via Steam's controller config or whatever else. A screenshot button is also useful.
Force feedback
Force feedback is not officially supported in Tweaks, but someone on Emuline seems to have made their own private fork with DDLs. I have not tried it since I don't own a wheel, and I don't know if it works online. The author also has not posted the source to his FFB modifications.
Online
Online multiplayer is supported for PC, as well as PS2 and PSP (not crossplay compatible). UPnP is supported, so Tweaks should try and set everything up itself when you try to connect. Lobbies are hosted fairly regularly in #online-vs-lobby. There's a role that gets pinged (@online-players) whenever someone wants to race. If you want this role, ask @SonicTV for it. Online scoreboards, chat lobbies, and racing ghosts are also active. Tweaks' course editor/randomizer also works online if you select Outrun 2.
You have to make an in-game account in order to play online.

Displays current online lobbies, as well as submitted scores. You might need to forward your ports, and/or allow the executable through your firewall. If you try to host a lobby, and it shows as red, players can't connect to you (nor you to them, most likely).
If Tweaks' native online isn't working for you, Radmin also works perfectly (just join the OR2006 lobby). Anyone you play with also needs to install Radmin and join the lobby.
Texture, Music, etc. Mods
Texture modding is discussed in #textures-modding-dl. Most of the HUD has been redone in HD, and can be found in the Github, which also includes a complete texture dump from multiple versions of OutRun 2. The Readme has a rundown of what to find in the folder. An HQ remade sprite pack curated by @Envido32 is available here.
If you have music that you think would go well when racing in Outrun, there's #music-sharing. Tweaks supports FLAC audio and loop tags (LOOPSTART and LOOPEND must be filled with the sample positions that you want to loop). Every once in a blue moon, someone might share a song with loop tags here.
There's a GameBanana page, but it's not active. It does contain most of the HD mods. For any small miscellaneous new textures, go poking through the Github.

FAQ
- I see random floating geometry in the sky.
This is a result of increasing the render distance beyond 2k6's native setting via DrawDistanceIncrease. The LODs.ini file contains exclusion rules for this, but if you catch something that wasn't added yet (most likely in a Reverse course), you can report it here. Note that DrawDistanceIncrease above 2048 might cause graphical issues.
- The game doesn't run smoothly
Try adjusting any ini options related to the CPU and framerate.
- Game crashes on startup
Assuming you're on Windows, try running in Windows 7 compatibility mode.
Gameplay tips
- Only drift when you have to clear a corner, drifting always slows you down despite how cool it looks
- Tap the accelerator while holding left/right to make gradual adjustments during turns
- If you hit a wall and get "glued" to it (grinding), downshift and then upshift immediately while holding left/right to free yourself
- Outrun cars (OR) have a quickstart feature (like Mario Kart, etc.). When the 1 dial starts to fade away during the starting countdown, hold the accelerator down
- You don't need to downshift/brake to chain drifts together, just snap your car in the opposite direction (easiest to do with a D-pad)
- Always try to take inside corners
