Infinitum Coal Ration Cards

Paper certificates given out to the citizens by the central government. Allow for the exchange of the certificate for the stated amount of coal at any government coal storage. The citizenry often uses these cards as currency.
The State explicitly forbids any non-citizen from trading in these certificates. Foreigners are, however, allowed to trade them for their stated price in Seconds or Minutes.
