Possesses skills best suited for assassination. A charismatic charm, ability to find his way through unknown areas, and how to enter them without being seen. He also claims to have a completely unbiased way to measure someone's physical strength in numbers as a combination of these skills, but it's a lie to inflate or bruise overly pushy coworkers' egos.

A master of all Six Powers, allowing him access to the secret seventh, Rokuogan. He's never had much use for it however as most targets don't necessitate that kind of durability negation. He likes to be flexible, and up close and personal isn't always the best choice. His main focuses are Geppo, Soru, and Shigan to be light on his feet and execute clean kills, but his main specialty is Kami-E. His innate talent for perception lended well to the evasion offered by the Sixth power, and it was due to his exceptional skill in this area that he was offered the Ripple-Ripple Fruit, transforming him into a Flag Human and giving life to what he calls the "true" Paper Art style. He's developed advanced versions of some techniques, like Kamisori and Tobu Shigan, but those outside his focus he hasn't cared enough to polish.

Hira-Hira no Mi/Ripple-Ripple Fruit

The Hira-Hira no Mi allows the user to make their body and anything they touch ripple and flutter as though it were a flag. Compared to other Devil Fruits it may seem underwhelming, but for an assassin there is almost no peer in its uses. Elevating his Kami-E was a simple step, being able to use it in his day to day life showed far more greater uses. Locked doors prove to be no struggle when you can slip underneath, and people don't tend to check the ceiling or under the table for a killer in wait. Stashing weapons on his person has never been easier, as all it takes is a reach into his pockets to draw out a tool for the occasion in an instant, unfurling it to its original form for immediate use. It also makes acquisition of pirate materials easy as they can be folded up for storage, but this has spawned somewhat of a bad habit as he tends to pocket things which are not useful or part of his mission. It's hard not to when you can carry an entire treasure chest on you in a size smaller than a deck of cards.

As a Three-Eyed his natural affinities with Observation is what gave his rise in Cipher Pol. Combined with his Kami-E and subsequent evolution with his Devil Fruit, he has become a formidable opponent that seems impossible to hit. It's given him an air of invulnerability, which has gone to his head somewhat. As a result his Tekkai is a bit lacking for someone of his skill level, not helped by his average, or at least average for a superhuman who has undergone Six Powers training, strength. Due to this he wears several steel armaments in his regular wear, namely the long coat over his shoulders, his tie, and the napkin carried in his breast pocket. Created from pure steel, the Hira-Hira No Mi transformed them into malleable cloth-like apparel that he can wear without raising suspicion, all while protecting vulnerable points like his back, neck, chest, and heart.

Tends to be conservative with his Haki as finding yourself cut off from Armament or Observation when you need it the most is the most likely way to find yourself lying dead in a ditch before you know it. His favored method is imbuing objects with his Haki to strengthen their attack power and durability. Coupled with some small steel sheets folded into the likeliness of a paper crane, they can be a terribly effective ranged projectile that pulverizes the bones of an average man even when they try to block it.

Capable of Conqueror's Haki, but unaware of this potential. He has been exposed to other's Conqueror's Haki, but he had never utilized it himself.

A Cipher Pol agent who has undergone Six Powers training is naturally expected to be Superhuman, and Haku is no exception. Unrelated to his training however is his ability to tell Fortunes, which he achieves by looking at the weather. Fair winds behind his back bring victory, unsteady cloud formations bring foreboding news. It's mostly a toss up which occurs at any given event as the weather on the seas are fickle, but he's had a great degree of success following this line of thinking.

Information is worth more than any money. It's why people will kill to take a secret to the grave. Haku possesses a myriad of Den Den Mushi to suit his needs. Not only owning a personal Den Den Mushi, but also a Black, Horned, and White Den Den Mushi, so that he's able to listen into others while preventing the same from happening to him. Very rarely has he ever used the Horned Den Den Mushi, as communications going down usually raises more alarms than simply taking out the target quick enough, but it is useful if you need to clear out a town of Revolutionaries.

The Three-Eyed are a rare and little understood race with few full-blooded members still around. It's of little surprise that when one was found in the slave market, it was snapped up by a Celestial Dragon to sate their appetite for curiosities. Unfortunately a third eye isn't something of profound amazement when one knows not of its power. A life of a Celestial Dragon's plaything fearing the ire of their owner at all hours would have been his life if it weren't for the World Government offering to buy him out after seeing him perform parlor tricks with tosses and throws beyond normal human capability. He hadn't known it then, but he had demonstrated strong affinity with the Color of Observation. It was lucky that this talent wasn't all to impressive to the untrained eye and his master gave him away, happier with offer than his presence.

He was given a choice. To enlist into Cipher Pol and rise up its ranks, or die trying. For him, anything was better than being under his previous master's thumb. The brutal training agents go through to even have a shot at becoming suited for the expectations placed on him would've left many broken or in despair. Every crushed bone and bloodied nose he got never distracted him from his goal. Others may have only found darkness in his situation, but he couldn't take his gaze off the glimmering light up in the distance. The promise that every sacrifice would push him higher, closer, further, towards that shining future gave him the fuel to keep going even when others couldn't. With that determination, he climbed up the positions of Cipher Pol 9, clawing his way upward until he earned his mask and grasped it with broken fingernails and a bloodied smile.

This role wasn't merely a job to him. It was a way of life. A path to a better way of life. A job well done earned accommodations and time to spend as he wished. Each target was merely a roadblock to get there. He could feel as every body laid to rest served as a part of his staircase up and onwards. He was even given a promotion, a member of Cipher Pol 0. No longer a disposable party trick to the World Nobles, he was an essential asset. Their constant bickering and demands could be endured as the benefits were worth the trials. Now, standing at the top that someone like him who couldn't have hoped for anything more than to survive another day under an erratic temper, he could look down and say all the blood he shed was worth it.

He may just be a tool for others to use, a bird of prey trapped in a gilded cage. Does it even matter, if the bars imprisoning him spanned so far out they couldn't even be seen in the horizon? He only needn't to wander off, so that he can tell himself that he has finally become free.
