As a result of poor wording in the past declaration, this treaty will clearly outline the terms of the Territorial Waters of the Gran Principato degli Astronomi


Terms:

No non allied Ships of the Line or Capital Ships within these waters unless they are in need of assistance or lost.
Squadrons of 6 or more ships (discounting ships smaller than a sloop) are also forbidden unless they are in need of assistance.
Merchant convoys that would have an escort of this size should coordinate with the Marina Stellare to rendezvous and have the rest of the Journey take place under our flag.
Situations that require discretion such as Pirate hunting are to be interpreted on a case-by-case basis.
Those that violate these rules will be met with a three-step process

  1. A direct complaint to the admiralty of the nation, a reminder of the waters, the aforementioned rules and a request for an apology. These ships will be escorted out of the waters.
  2. If broken several times by a certain nation, warning shots will be fired and strongly worded letters will be sent to their admiralty. They will be escorted out.
  3. If continued breeching occurs, we hold the right to consider such incursions as hostile actions and will retaliate with force and cut off diplomatic channels. It will be up for debate as to whether or not it is a war or not, likely no unless a major fleet is sent. We have no desire to "punish" a nation around the world when our goal is ultimately kept foreign threats away. Raiding may occur of their trade, but no grand fleet will be assembled.
