Ailivian Trade League Founding Agreement


This agreement is to be followed in "the spirit of the agreement", so any literal technicality or loophole that went unseen previously cannot be abused by any participant.


Section I. TRADE RIGHTS

Each member of the league agrees to the following:

  1. Member states allow ships hailing from any and all other member states to trade in their designated ports on equal terms with their native merchants, following laws of both member states.
    1. Each member state is obliged to designate at least one (1) of their ports for this trade. They can designate more.
    2. If the laws of the member states conflict, the laws of the nation wherein the transaction is happening will be prioritized. This includes not only the trade of goods and services, but also the movement and acquisition of them.
  2. Ships from any other member state or ships owned or currently under control of any league member state citizen are allowed to resupply, rest their crews, and repair at any of the league member states' designated ports. The entity that owns the ships will be charged the appropriate fee.
  3. Merchants from the league member states are allowed to lease land for the building of warehouses, or rent warehouses from the other league members for the purposes of storing of goods. The amount of land available to lease is limited, but some land has to be made available.
    1. All members agree to reserve a minimum amount of land for the league members. This land shall not be leased to any party or entity that is not a member of the league.

Section II. MOVEMENT OF GOODS

Each member of the league agrees to the following:

  1. Any goods and services a member is allowed to sell on their open markets shall be made available for purchase to any and all other league members.
    1. Goods and services that the member is forbidden to sell on the open market shall be an exemption to this.
  2. No tariffs will be placed on any goods or services of any member state by any member state.
  3. Any goods and services that are provided by the other member states shall be regulated on an equal level to each member state's native products.

Section III. PROTECTION OF MERCHANTS

Each member of the league agrees to the following:

  1. All members of the league will protect league merchants from schizos, pirates, and other hostile forces to their best ability within the territories the member in question considers under their jurisdiction. This applies to sea and land.

Section IV. MEMBERSHIP AND EXPANSION

Each member of the league agrees to the following:

  1. The Founding Members of this league are considered to be the Serene Republic of Nasfaqg, the Black Fleet, and the nation of Infinity.
  2. The Founding Members are all given a seat on the Ailivian Trade League Overseer Council.
    1. Each member of this council shall be given 1 vote.
  3. When a new member wants to join the league, they are only accepted into the league when all members of the Overseer Council agree unanimously.
    1. A member that is inducted into the league this way will not be made a member of the Overseer Council by default.
    2. For the new member to be given a seat on the Overseer Council, all then-current members of the Overseer council have to agree on it unanimously.
  4. A member of the league is at any given time allowed to leave. When this happens, all the other members are given a year to move their investments and infrastructure out of the ex-member state.
  5. Any megacorporation of the Serene Republic can, if they so wish, join the trade league under the umbrella of the Serene Republic at any time. These megacorporations shall not be considered independent members of the league, but are instead considered as extensions of the Serene Republic for the purposes of the league.
  6. Any municipality of Moriji can, if they so wish, join the trade league under the umbrella of the Black Fleet at any time. These municipalities shall not be considered independent members of the league, but are instead considered as extensions of the Black Fleet for the purposes of the league.

Section V. AMENDMENTS

Each member of the league agrees to the following:

  1. Any and all amendments to this agreement shall be decided by an unanimous vote by the then-current Overseer Council.
  2. The Section V. AMENDMENTS shall remain as it is, unchanged by any and all votes.

Meta

The overseer council exists so that the league can, if it wants to, have members that are not given power over the induction of other members.

Since nasfaqg is a decentralized state, this agreement applies specifically to the Serene Republic Government itself. Independent companies are not obliged to follow the agreement, but are also not protected by it unless they become a member themselves. This means that a megacorporation that owns a city in nasfaqg can refuse to let league members trade at the city, if they so wish, and none of the member states are obliged to trade with them without tariffs, and none of the member states are obliged to lift a finger to help that specific company's merchants if they are being attacked by schizos or pirates. For all intents and purposes, that specific company exists as a non-member entity.
