The Naval Ship "Persistent" is a standard Navy Battleship. No custom weapon systems, no personal modifications (void the strange additions of solid steel handle bars along the corridors, staircases, and rooms of the ship), no aesthetic additions beyond what regulation permits. Truxtun requisitioned it, inspected it against the standard inventory checklist, found it satisfactory, and got underway. That was eleven years ago. It has been maintained to factory specification every day since, and looks brand new. The one distinguishing characteristic of the "Persistent" noted by every sailor who has served on her is the smell. The entire ship, top to bottom, bilge to crow's nest, smells faintly of lavender.

Why Leadership: The Naval Academy gave him the framework. His twenty-plus years of command gave him the experience. His units run tight: regulations are observed, courtesies maintained or else, and standards upheld without exception or negotiation. Your uniform better look damn good as well. He leads by presence more at this stage in his career. Junior Marines straighten up when he enters a room before they've consciously seen that he's there (thank you conqueror's aura). His command philosophy is simple: the service is sacred, you represent it with your body and your soul at all times, and if you cannot do that he will make your life one very extended, and very loud, educational experience until you can. Subordinates who meet his standard earn his complete professional focus. Those who don't receive the same focus but delivered at greater volumes until standards improve. He is a patient man.
Why Piloting: Academy-trained, fleet tested, and skilled. He can handle a ship in conditions that would scare most. Not his primary identity but not a skill he holds lightly either. A Navyman, especially an officer, who cannot handle a ship is, in his estimations, a man (or woman) in a uniform rather than a sailor. He trains sailors, not fashionistas god damnit!
Why History: Surprisingly this was his major in the academy. He knows the full catalog of naval engagements, pirate dynasties, World Government campaigns, and the political architecture of the current age. He uses history to confirm what he already believes (or more so learned to believe truthfully): that the hierarchy is ancient, that the Celestial Dragons have always governed, and that their governance is divine providence and prerogative. An ant, in his mental metaphor, does not question why it rains and (in his world view) those who aren't the divine rulers (gorosei/dragons) are the ants in this scenario. Can you guess who the rain would be?

Full mastery of all seven powers with Tekkai as his specialty. The Rokushiki was learned at the Naval Academy and made to become almost second nature over twenty-plus years of active duty service. Jio-Ken came from a seemingly dead old man on a South Blue pier who punched a support post and made the dock shudder. After three months of leave, a complete mastery of his own spiritual energy was earned with pain effectively nullified, and his already high endurance managed as effectively as it could be. Every technique the VADM uses the full might of his energy, carefully stored beforehand. His arms ballooning to cartoonish proportions when he throws a punch or a Shigan and his calves swelling with comical musculature as he uses Geppo to bounce around or launch himself forward. The VADM's rather unimpressive build is used to trick opponents into thinking they're facing a wormy weakling. The Jio-Ken hiding his true power at all times.
The Soru and Geppo position him while he passively deposits suds at every launch point, building something akin to a soap minefield. Rankyaku handles range. Its air blades cut and detonate Haki soap bubbles that are mixed into the air blade. Tekkai eats strikes without Haki entirely, and softens strikes with quality Haki along with triggering his reactive soap armor (See the devil fruit section). The VADM's Shigan is the knife for mispositioned opponents which jab Haki soap charges inside the wound point. Rokuogan closes fights and is his most reliable single trigger for a soap bar prison proc. His Jio-Ken endurance management means he can output it repeatedly without the exhaustion that cripples most masters of the Rokushiki.
The fruit with its low destructive output reads as weak. Its real power coming from the stamina drain, and the field becoming a slick minefield, and the weapon grip failing incrementally, the opponent's Haki spending itself against infused suds without them realizing the cost. By the time they eventual realization that they're getting very tired while VADM Q. W. Truxtun looks refreshed.
TL;DR he's a brawler who aims for long fights using his incredible toolbox of martial techniques and high durability/endurance while stacking debuffs on his opponent(s) due Jio-Ken techniques or his devil fruit.
Devil Fruit: Good Paramecia -1 Beri
Sekken-Sekken no Mi/Soap-Soap Fruit
A Paramecia granting full generation and manipulation of soap matter across three states: liquid foam, pressurized suds, and dense solid bars. Destructive output is low by devil fruit standards. A direct blast of liquid suds carries roughly the force of a powerful water cannon, and even Haki-infused soap explosions land comparably to strong punches (though with his emission capabilities they bypass most durability/armor). The fruit's lethality is entirely indirect. It smells of a sweet lavender and is of a very light purplish hue.
Properties of the Soap-Soap Fruit
Friction removal: Any surface, weapon, or body part coated in the user's suds becomes effectively frictionless (i.e. weapon grips fail, footing becomes unreliable, grapples slide off). The user retains full traction on their own suds by passive fruit attunement.
Stamina dissolution: Sustained soap contact strips the body's vital energy reserves the way soap strips grime. Extended coating does not hurt but exhausts. Opponents in prolonged engagements find their Haki output, physical capacity, and fighting spirit quietly draining.
Eye irritation + Foul taste: Direct contact with the eyes causes pain and vision impairment. Soap often gets into the mouths of opponents as well being quite irritating (put soap in your mouth right now) which often choke opponent's who try to talk during battle, or god forbid sing. Opponents who fight VADM Q. W. Truxtun for a moderate period of time will also have soap begin to bubble from their mouths. A sign of his drain at work.
Mild corrosion: Given ample time and sustained contact, the soap will eat through iron bars, wooden walls, and similar barriers. Completely ignorable for the purposes of combat. The VADM is not melting any living creature anytime soon.
Water interaction: The user floats on seawater's surface rather than sinking, in the manner soap naturally behaves. Standard devil fruit seawater weakness otherwise applies.
Unique fighting style (B/F 2 perk integration): Haki Infusion
Haki bubble explosions: suds bubbles infused with Armament haki detonate on contact or trigger, releasing small concentrated Haki bursts. Individually these hit like a solid punch. In volume, ( i.e. a cloud of drifting, detonating bubbles across a battlefield, Soap bars, etc.) these can hurt quite a lot. When conglomerated into a soap bar (it takes the reddish black hue of Haki), it can be used by VADM Truxtun as a sort of grenade, land mine, or formed on the knuckles of the VADM to give his punches an extra burst (much like brass knuckles). Usage of the Shigan can also quickly implant solidified haki soap into the gaping wounds, increasing the damage as it leaves an explosive burst after the piercing strike of the Shigan.
Stamina drain counter: standard Armament Haki coating blocks the soap's stamina drain effect. Haki-infused soap bypasses this, carrying the drain through the opponent's hardening directly to the body underneath the haki shell. The exchange is one-for-one (i.e. the user, Truxtun, must spend Haki to push through Haki). Against opponents with significant haki reserves have this become a war of attrition which the soap is designed to win as Truxtun is both draining their opponent's haki, and their stamina, while only using his own haki to counter theirs.
Examples of moves that VADM Q. W. Truxtun can perform
Suds tidal wave: Large-scale foam projection flooding an engagement area. Pushes opponents backward, coats everything, turns terrain into a liability.
Sud burst: Suds burst omnidirectionally from the VADM's body much akin to a grenade. Used mostly to hit opponents that move around quickly, and the VADM has trouble striking with precision shots.
Solid bar projection: Dense pink soap bars formed at the fists or feet and launched via strike or kick. Impact comparable to a heavy projectile. Shatters into suds on contact, coating the impact zone.
Ground pillar: Soap projected along the surface shoots outward as a traveling column that erupts upward beneath a target at range. Favored application: directly beneath the opponent's groin. The Vice Admiral finds this hilarious, and proportionate. Pirates do not deserve a fair fight.
Reactive soap armor: A coating of hardened soap worn over sections of the user's body that functions essentially like a real life tank's explosive reactive armor. When struck, the impacted section bursts outward. The soap detonation repelling or softening the incoming strike while simultaneously jetting suds toward the attacker. Contact with the attacker's weapon or hands begins the friction and stamina drain immediately.
Soap bar prison (A non-lethal "execute"): When a target's stamina reserves have been sufficiently dissolved to prevent meaningful Haki output, the user encases them in a rapidly-hardening solid bar of pink soap. The prisoner enters a catatonic suspended state. One face of each completed bar bears a caricature of the imprisoned. The reverse reads SOAP in raised relief. Usually procced through a successful Rokuogan, or another powerful Haki impact (Haymaker Punch/Kick). This ability comes at quite a shock to those who get stronger the more damage they take.
The fruit provides movement beyond combat terrain control. A sudden high-pressure suds burst from the feet or hands functions as a propulsion blast, significantly amplifying the user's jumps and directional launches in a manner that complements Geppo capability. Landing impact is absorbed by a cushion of generated foam deployed on descent. Solid soap bars can be rapidly extruded in ascending sequence to form crude functional staircases up vertical surfaces, walls, or ship hulls. Geppo mastery allows the VADM to essentially move at even faster speeds, redirect at will, and launch himself at even greater heights making him incredibly difficult to hit, or really see.
TL;DR Think Kalifa's Bubble-Bubble Fruit with some more features.

Armament Haki: Full mastery. Dense hardening built to trigger on reflex, applied to his strikes, his Rokushiki, his Rokuogan's internal shockwave, and his devil fruit powers. Emission extends outward through Rankyaku blades. Haki-bubble detonations, and his meaty fists. His Haki-soap fusion punches stamina drain straight through an opponent's own hardening at a one-for-one Haki cost. His entire fighting style relies on his superior haki output, Rokushiki mastery, and general combat prowess working in tandem to finish off opponents weakened by his devil fruit.
Conqueror's Haki: Understated in all honesty, and kept under lock by Truxtun. Mild output pressure makes the spiritually weak uneasy, used mostly to reprimand junior sailors or other such misbehaving comrades. Layered over his haki hardening produces strikes that hit with both Armament damage and a Conqueror's concussive burst. Short-range all-directional release is used as a crowd-breaker. Sometimes he hears a strange voice in his head begging him to question once again. He spends much time trying to suppress this, however.
Observation Haki: Very basic with Presence being his only power. Observation at its deeper levels (probably, this may be some head canon from my end) demands a mind willing to stay open. Truxtun's mind has been closed for a long time and has not reopened. His Observation will never deepen unless he begins to question what is around him again. Though, thats very unlikely given his beliefs regarding the World Government, and its divine rights. His notable gap in observation Haki has been quite the talking point amongst his peers, much to his dismay.

Pretty self explanatory. The only notable thing is that Truxtun has very good endurance, with works well with his fighting style and general attitude. The Garp method of training tends to do that to you. Truxtun noticeably lacks defined muscularature, this is on purpose. As mentioned before, his Jio-Ken technique is what is in fact "storing" his build and only comes out when the VADM needs the extra mass behind a strike, or a block.

I will do whatever I have to do to make sure you do not get out of this deployment and continue to serve in my god damn Navy. You are a worthless sack of meat that is probably only here because your father wanted to send off his least performing son so he doesn't embarrass him any longer in front of the other nobles at the world government formals. You piss me off almost nightly, we are 8 weeks into this deployment and you still cannot enter the bridge correctly, and you lost your Den Den Mushi and in a quick fit of perceived intelligence, you used a painted snail and attached it to your desk."

His custom made weapon resembles that of brass knuckles with small protrusions that looks like the letter "T" at the tip of each knuckle. One may assume that these are just so he can channel haki into them, and perhaps make them a bit more painful. While the logic checks out, the spikes are really there so VADM Q. W. Truxtun can form soap bars along his knuckles which the "T" bars hold into place. The condensed Haki soap bars give Truxtun's punches that more of an explosive power behind it as (when a punch lands) the soap bars detonate sending forth suds and an explosive impact blast. Another soap bar is then reformed to take it's place, rinse and repeat. Engraved onto his knuckles, and the name of his weapon, are "FULL. WASH."
Truxtun wears a rather standard Vice Admiral outfit, and keeps with him a personal contact device. His no nonsense attitude and general reverence towards regulations and good order has him turn his nose up towards customizing his outfit. Ir is a sin to be an individual in the uniformed service, and thus his outfit reflects that. The only "be an individual" idea Truxtun has is the notable tattoo along his large, circular, jaw that states:

Why No Mirrors: Truxtun is ugly. Just look at his portrait, do I even need to explain? The Navy is for fighters, not LOVERS! To many DAMN lovers are in my Navy!
Why Down D. Stairs: While Truxtun is purely focused in combat, his soap has the rather annoying property of making everything around him quite slippery. In periods of absent-mindedness (which he finds himself in those periods many times), he slips down frictionless stairs, drops cups, falls from chairs, and other such nonsense. This is usually followed by him having a quick bout of anger. Looks a bit like Yosemite Sam. He has hand rails installed onto his battleship just so he can walk around as he pleases without ending up staring at the sky or ceiling.

Backstory
Quasi-War Truxtun was born the third son of minor aristocrats ruling a cluster of four small islands sitting in the South Blue. His eldest brother would inherit the family seat. His second brother was being groomed toward diplomacy. He was fifteen when he was enrolled in the Naval Academy at Marineford's preparatory track, sponsored by a letter of introduction his father. A rather lazy boy, this seemed close to a death sentence for Truxtun. After the initial indoctrination period, which broke not only his body but his will to be lazy any longer, He was, almost immediately, extraordinary. He figured that all it took was someone ripping out his weakness and stuffing in discipline that changed his life for the better. Could also be the trauma talking, who knows. The Academy was easy for him. The physical conditioning broke cadets bigger than Truxtun. The Haki cultivation curricula were brutal and humiliating. But Truxtun had a relationship with difficulty that his instructors noticed. He did not resist hardship. He catalogued it. He filed it under "useful" and moved forward. It was here he was taught the Rokushiki.
His Conqueror's Haki was not discovered at the Academy. It surfaced three years into his active service, during a pirate suppression engagement in the Calm Belt periphery, when a cornered enemy captain with a bounty of four hundred million bellies stood his ground and laughed at the young Lieutenant Truxtun walking toward him across the deck. Truxtun had looked at him. Just looked. And six of the captain's crew dropped unconscious before they hit the planking, and the captain himself confused the expression of a man who had just, for the first time in his life, genuinely imposed upon him that there may be levels to power. His conqueror awakening had him noticed by his future mentor, a Rear Admiral, who took him in as a flag aide for development as many Flags do.
The Soap-Soap Fruit came from Saint Jervoux, a Celestial Dragon, during what was officially classified as a "diplomatic escort and security assignment" in which Truxtun's unit was tasked with accompanying the saint on a voyage through the Grand Line. Saint Jervoux was, by Truxtun's own opinion, one of the most repellent creatures he had ever been next to. Truxtun was not permitted any expression beyond formal attentiveness. Because they were gods. Because whatever a god did in the presence of a lesser creature was the divine exercise of divine prerogative, and Truxtun had been given the EXTRAORDINARY! honor of proximity to divinity, and he would not waste it on the weakness of personal feeling. Or so he tells others.
His justice philosophy, "Balanced Justice", was that moral fairness was more honest than a moral performance. Pirate captains who burned villages would find their ships, and their crewmates, burned while they watched. Pirates who terrorized civilians would find themselves on the receiving end of torture with zero apology. He would fight dirty against the dishonorable (whom in his eyes are all pirates) because any honor offered was waste of time. He would blind opponents with a soap to the eyes without a moment's hesitation and stomp a pillar into a man's groin. Though, due to Truxtun's notable trust of the WG, he can be convinced by rather obvious WG propaganda to do terrible things to innocent people. The WG wouldn't lie would it? And if they did, who was he to question it? They are GODS god damnit.
His hatred of Fishmen was not, in his framing of the world, hatred at all. It was a sort of alignment. The gods (the Celestial Dragons, the Gorosei, the architecture of divine governance that the World Government represented, yadda yadda) had a position on Fishmen, and thus was Truxtun's position. Truxtun did not maintain personal opinions on matters where divine guidance had already been given. He prayed in the standing sense, the service sense, the "I am giving my life to the service as a form of prayer" sense. He prayed to the Gorosei with every promotion. He believed, with a sincere and total faith that no amount of witnessed cruelty had yet cracked, that what the Celestial Dragons did was the exercise of rights were above mere human comprehension. He had watched Saint Jervoux do what he did on that voyage. He had stood at parade rest. He had felt nothing except the clean, stabilizing certainty of a man who knows exactly where he sits in the order of things. Though a foul thought has begun to form in Truxtun's otherwise perfect mind: if the divinity of the celestial dragons are called into question, and proven to be true, Q. W. Truxtun will be the world's greatest Revolutionary (A small bar to clear, those guys are all soft as babies), and would stop at nothing to destroy the government on which he swore himself in service of. Though its not like that would happen, right? The WG ARE gods.
He ran his units like a man who believed that military bearing was a form of prayer. Regulations were scripture. Courtesies were sacrament. A junior officer caught with a wrinkled uniform received a thirty-minute lecture delivered at the volume of a foghorn, the content of which was simultaneously a dressing-down, a philosophical novel on what it meant to represent the World Government, and occasionally quite funny (Truxtun has a dry, almost accidental wit). He could make a room of hardened marines laugh at a punchline and then, before the sound died, make them very aware they were afraid of him. A Marine to the very core.
He was promoted to Vice Admiral at Thirty-Six. Atteeeeen-SHUN!
