Foreword & Format Explanations
The following information is in-character, collected by Sen Yamamoto via various means - whether direct stalking, anecdotes from others, pilfering records or well-educated guesses. She does not have access to detailed information on any hidden or secret techniques and is likely to at least be assuming a great deal here. That to say this is not intended to be an objective measurement of anything but her own perspective of other characters and, no matter how well researched, is prone to her personal biases and deficiencies perspective.
The format was expanded from the existing dossiers done by Kabuto during the canon Chūnin Exams. An explanation of the format, as well as some guides on how it was written can be found below, both for the sake of clarity and if you want to make your own.
Codename
The codename used to identify the character - sometimes they will have an existing codename from their reputation (e.g. Kakashi the Copy Ninja). In this case, if they don't already have one, Sen will give them one for ease of filing and espionage purposes.
Name
The character's full name, as understood by Sen.
Profession
The character's profession, usually their rank and place of employment.

Village
The character's village or organization of fealty. Typically a ninja village like Konohagakure. If the character is a Missing-Nin or other form of renegade, this replaces the home village.
Status
Whether the character is alive, missing or dead - if dead, cause of death may be identified.
Missions Completed
Number of missions completed by the character so far. Missions are ranked from D to S and are commonly reserved only for individuals of that rank or entire teams of the rank below. For example, a Genin, Shoi or Shugyōsō is likely to have a significant number of D-Rank Missions and a smaller number of C-Rank Missions completed.
Rarely, due to desperate circumstances or misinformation, a character may be given a mission of two ranks higher than their own - this is considered poor form and a failure of administration and often reflects just as poorly on the character's mentor's judgement as it reflects well on the character themselves.
It is generally presumed that D-Rank and C-Rank Missions take days, B-Rank and A-Rank Missions take weeks and S-Rank Missions take months due to the preparation involved. Be careful not to accidentally overcrowd your character's history with unintentionally making them work 25 hours a day, 8 days a week, 366 days a year.
Estimated Combat Ratings
There are six major abilities measured by the format originally given in the canon Chūnin Exams by Kabuto.
Genjutsu - The character's general ability in utilizing Genjutsu, whether illusions, communication or sensory techniques.
Ninjutsu - The character's general ability in using Ninjutsu, such as Nature Releases or more specialized subtypes.
Stamina - The character's stamina, including their reserves of energy and level of chakra they have access to.
Strategy - The character's aggregate skills that allow them to use their abilities more cleverly, covers everything from raw intelligence to espionage, utility abilities that don't fall into other categories, to even flaws or strengths of personality. Raw skill in Jutsu are not factored into Strategy - a Ninja who has fully mastered a Ninjutsu does not necessarily know how to apply it strategically, just as a strategic master might not be able to use that Ninjutsu.
Taijutsu - The character's general ability in Taijustu, covers strength, speed and physical durability in addition to skill.
Much like a character's Rank, abilities are separated alphabetically as follows;

It is generally presumed that a character's combat ratings will fluctuate around their Rank - e.g. the average Genin would be D-D-D-D-D. It is common for builds to abandon some aspects of their character to focus on others though, and so it is best to show this in their combat ratings by presuming deficiencies and specializations and increasing or reducing stats accordingly.
For example, a Genin build that invests significantly into abilities like {Elemental} Techniques and the Illusory Arts chain - at a cost of not purchasing any Taijutsu or Strategy-oriented abilities might be best represented as follows;

Such a character would - in the most vague terms, be comparable to the average Chūnin at Genjutsu and Ninjutsu, but closer to a Sei (Academy Student) at Strategy and Taijutsu. Similarly, a build might focus so much on one aspect it may achieve a B in one stat at a cost of two others. As usual, this is up to interpretation.

Personal Overview
Natsuo Uchiha is one of the top active shinobi in Konohagakure, receiving orders from the Hokage, Daimyo and other figures of importance directly. A legend of the Great Shinobi War, it is almost impossible to disconnect Natsuo from his various monikers - among friends of Konoha, he is known by name as a war hero of somewhat grizzly standing - among its enemies, tales of the 'Scorching Haze of the Hidden Leaf' persist as an icon of fear, hatred and respect. These stories are only further exaggerated by his lineage - the Uchiha Clan were feared long before the foundation of Konohagakure as a clan of dangerous, bloodthirsty mercenaries willing to spill their own blood for opportunities to prove their own superiority in combat just as much as for coin, that reputation remains even today, rekindled in particular by stories of their ruthlessness in the Great Shinobi War.
After personal observation, I find myself incapable of deciphering which of these stories hold merit, if any. Natsuo holds the bearing of someone far older than himself - casual, relaxed and almost lazy - one might mistaken him as having given up the life and subsequent edge of a shinobi for retirement, but such would be an underestimation. From personal experience, he still possesses many of the skills expected of a Jonin, and his mentality may be significantly less compromised than he outwardly suggests. Whether he is truly beginning to slip from his prime, or is simply maintaining an elaborate deception to trap others, I cannot yet say, but all presumptions should henceforth be made as if the latter were true for safety.
A significant portion of Natsuo's history has been erased entirely from record and what remains is shrouded by intentional misinformation or half-remaining documentation, likely the doing of Konoha's Anbu, who the Uchiha was almost certainly a member of. What remains does suggest that he is relatively active - he occasionally takes prolonged periods away from the village, covered by what I believe to be well-forged documentation on lesser missions, administrative duties, holidays and the like. While some of these may be accurate, it is highly likely that many of them are simply public-facing cover for duties far better suited to someone of his skill and experience. The number of missions stated are therefore given in estimation, within a relatively broad tolerance range of confirmed operations.
Ability Overview
Like most Jonin, Natsuo possesses an excellent level of skill in most fields expected of a shinobi - this is not uncommon for veterans of the War, who were forced to adopt a wide range of abilities to survive in the complex conditions of constant shinobi-vs-shinobi conflict. His fighting style, mostly collected from war stories, is a blend of Taijutsu, Genjutsu and Ninjutsu, with a majority of his strategies combining two or even all three at once to maintain a consistent, versatile momentum. These core skills are further enhanced by the presence of two more unique abilities - first is the presence of a rarer, evolved state of the Uchiha's ancestral Sharingan known to the Clan as the 'Mangekyō,' which offers him potent sensory powers, hypnotic abilities and, if the stories are true, further unique Jutsu that I have yet been able to identify - second is a combination of Air and Fire Release in a fashion colloquially known as Sorch Release, a style that overcomes the general sluggishness of Fire Release without sacrificing its raw destructive potential.
While it would be difficult to find major flaws in any of the core fields, if any of them could be considered his specialty it would be Genjutsu. Stemming not only from experience with the core principles of illusions, or even the significantly enhancing presence of the Mangekyō Sharingan for such abilities, Natsuo's Ninjutsu and Taijutsu styles also appear to be extensions and additions of the principle. His sword style, though not entirely identical, bears significant resemblance to the classical Hazy Moon Style - highly reliant on feints, delays and distance, it was designed centuries ago to complement the abilities of Genjutsu specialists. Further still, his usage of Scorch Release has been consistently noted as a source of primitive illusions such as mirages, blurs and blasts of light and sound - while not strictly Genjutsu, these techniques are used to attract or control the opponent's attention, indicative of an illusionist's approach to combat.
The only identifiable weakness of Natsuo - if the reports are even correct - is his somewhat mundane sense of strategy for a Jonin. Although his own abilities are relatively versatile, he has not shown any particular talent or drive for complicated espionage, environmental adaptability, creative thinking or long-term preparation. Instead, he uses the versatility and constant shifting of his own techniques to keep opponents out of their comfort zones - countering Ninjutsu specialists with Taijutsu, Genjutsu specialists with Ninjutsu and Taijutsu specialists with his own Genjutsu. This ease of changing tactics in response to his opponents does indicate a strong level of experience, critical thinking and willingness to adapt on the fly - certainly on a level higher than most Chūnin - but his extreme reliance on his own direct abilities suggests that he lacks the perspective of a true strategist.
Proposed Engagement Strategies
It is no surprise that most opponents should, if possible, simply choose to not to engage the Scorching Haze. Even though combatants that might confidently match him in one area aren't entirely uncommon, such specialists are prone to having their weaknesses exploited by his versatile skillset. This thinking has been proven time and again by the few combat reports that I have been able to access - in many cases where Jonin from other villages achieved an advantage over Natsuo in one-on-one engagements, they were usually defeated by gaps in their own defences. If encountered as a team, it would be recommended to develop a layered strategy based on specialty, with one 'lead,' one 'follow,' and one 'kill,' operative - the lead operative should possess the most powerful skillset and open with their specialty, be it Ninjutsu, Taijutsu or Genjutsu - the follow operative should prepare for Natsuo's counter in the interim and the kill operative develop a finishing response as he shifts to resist the follow operative's efforts.
Natsuo's predicted skillset firmly leaves him specialised at short ranged conflict, with acceptable tolerance for medium range. This leaves him somewhat vulnerable to long ranged efforts, with few identified abilities to make much effect beyond a few dozen meters. The difficulty remains in maintaining such a distance, as Natsuo has shown a relatively impressive speed and ability to close the gap swiftly against the commonly slower long-range shinobi. As always, the usage of traps and well-considered preparation is essential to combatants who wish to keep distance - while his abilities of detection are impressive, any time spent looking for unseen obstacles is additional time given to keeping him outside of his effective range. Such traps should always rely on as little charka as possible or else be concealed by advanced counter-sensory arts - I understand that while the Sharingan is not the most effective chakra sensor available, it remains far superior to most non sensory-type shinobi.
The third and most important aspect is further identification of Natsuo's abilities in conjunction with concealing your own. Disguises, deceptions and misdirection taken to misinform the Jonin of one's own strategies may not prove sufficient on their own, but will give an initial period to the conflict where his focus must be spent on evaluating a new response to the unexpected. This period is essential to the lead-follow-kill strategy, as I believe the Uchiha is not tactically fast enough to adapt to multiple, simultaneous surprises efficiently. In the event that such a strategy is unsuccessful, retreat until a significant advantage can be acquired - whether environmental or in the form of additional allies - is highly reccomended. Otherwise, only an equally overwhelming force, like another A-Rank Jonin, is likely to be able to match him in a fair fight.

Personal Overview
Rio Konoki is a simple kunoichi to define, but a difficult one to explain, this stems from her profession as a spy - one she has perfected over many decades, with what few reports I could find indicating she is far older than she looks - and the subsequent nature of her missions. Simply put, it can be assumed that Rio has accomplished far more than her reputation would suggest, as she would be a poor spy if anything else were true. This makes the information contained within this dossier extremely suspect - it would be wise to exercise a notable level of caution when considering her history, abilities and personality, as the information here is likely to prove far more assumption than fact.
At first glance, Rio's history signifies a loyalty to her homeland of the Land of Grass - the village of Kusagakure in particular, where she appears to have received her initial training - this cannot be confirmed at present, however, given official records claim she has been dead for nearly thirty years, making her official disappearance not only predate the last Great Shinobi War, but even coincide with the Great War prior. As a spy of exceptional talent, it can be presumed that she acted as double and even triple agent on multiple accounts, making her true intentions difficult to discern. Her prolonged disappearance is unlikely to be one of inactivity - either she has been working for her Village in deep cover, or she has abandoned it entirely for personal motivations and kept her identity hidden for operational security. Indeed, it is technically impossible to prove she is Rio Konoki at all, but such presumptions are beyond the scope of my research.
In her current incarnation, Rio has taken on a persona of outward altruism, espousing the virtues of peace, cooperation and learning, while claiming that she has denounced and prevented war wherever possible. This cannot necessarily be verified - it is expected that she had long ago mastered the arts of concealing her true intent in favour of whatever emotional mask suits the situation - I do hope that this persona is true, however, as she holds many values to her heart that I wish to emulate one day. False or not, I will take inspiration of the person she currently is regardless.
Ability Overview
As a spy, it is difficult to fully determine the scope and form Rio's abilities take - unlike many warrior-shinobi, she does not partake in displays of power or skill during training or open conflict - she instead prefers to keep her capabilities hidden, a wise precaution for all ninja, but one she had mastered long ago. As a result, any information in this regard is entirely presumed based of a synthesis of what few reports I have been able to gather, as well as a general understanding of the skillsets required to become a veteran in her field. In general, a battle with Rio is far less likely to involve a clash of combat techniques - she is well aware of the deficiencies of her training and experience in open engagements - instead one must expect a very lethal clash of wits, where her every move is an opportunity to distract from reinforcements, well-hidden traps or a complicated strategic feint.
Her primary abilities that make her so dangerous in combat are - perhaps unintuitively for those unfamiliar with the art - her skills as a non-combatant. I have no doubt that she prepares similar dossiers to my own, only of a far more complex and accurate nature, to catalogue the strengths and weaknesses of potential opponents. Conflict with her therefore begins long before a kunai is thrown or handsign is weaved, but instead likely consists of a layered strategy of emotional manipulation, careful research and targeted social engineering to create a battlefield where she possesses the environmental, psychological and strategic advantage. In such a situation, even those that completely outclass her in more mundane fighting arts may simply find themselves utterly helpless - she lacks the pride of a warrior and is by no means above using what many might consider 'dirty fighting,' or unfair methods to neutralize otherwise superior foes.
Despite this, it is not unreasonable to suggest that she possesses a capacity for raw combat that outclasses most Chūnin. As a veteran of decades of conflict, it is without doubt that she has, at the very least, an advanced understanding of fundemental Taijutsu, Genjutsu and Ninjutsu and may utilize these in her favour. While assumedly far less sophisticated than specialists or more common, battle-oriented shinobi, these techniques have proven more than enough to cripple or even kill Jonin in previous Great Shinobi Wars when applied correctly. This is, of course, presuming she even intends to engage in open conflict at all - a mastery of Taijutsu does little when one's tea is poisoned, or when one's allies are turned against them - it is in these fields that she excels, and these fields she likely prefers to engage in her own form of war.
Proposed Engagement Strategies
Unlike many ninja, Rio's skillset indicates that there is no correct strategy. Indeed, a significant part of her skillset demands that she change her own tactics in response to the situation at all times. As counterintuitive as it may seem, the adoption and reliance of a strategy is likely to be the worst methodology when facing her in combat - particularly if these strategies have little room for adaptation - instead, one must adopt a flexible mindset of their own. This is easier said than done, as she is more than aware of this and will put her own experience to doing the same. Unfortunately for those who face her, it can generally presumed that they will be outsmarted in virtually any engagement - this does not necessarily mean outfought, but any combatant reliant on brute force or a single predefined tactic will achieve very little but engineering their own downfall.
A few presumptions on her weaknesses can me made, however. Firstly, it is important to note that - regardless of her own process in stacking the proverbial deck - Rio is neither omniscient nor omnipotent, and while ensuring you do not underestimate her abilities is critical, ensuring that you do not overestimate them is equally vital. For example, catching her in open conflict implies two things; firstly, that she has an escape plan; secondly, that this is not an ideal situation for her. Too many shinobi today express victory in a binary state of kill-or-be-killed in open conflict - this is not a philosophy she subscribes to and may consider a well-timed escape just as much of a victory - one must be willing to accept any inconveniences to her strategy as a victory to maintain a clear perspective, as expecting her to abide by the same honour code as oneself is simply delusion.
Secondly, as previously discussed, it is highly likely that her raw combat prowess is significantly lower than other Jonin of her grade - possibly even as poor as a Chūnin. While this should not be entirely counted on, I suspect that sufficient brute force would be enough to disable, dissuade or dispatch her when applied correctly. The difficulty in this is, of course, ensuring that such force is not wasted by one of her feints. I therefore recommend that any team engaging with Rio holds much of its raw power in reserve rather than committing it at the forefront - saving it for such a time where her various traps, escape routes or hidden allies can be written off or bypassed. It goes without saying that shinobi of insufficient rank, such as Genin or Chūnin, should simply flee on sight, as only Jonin are likely to possess both the tactical wit and combat abilities to overcome her layers of protection.

Personal Overview
Lady Tsugumi of the Shimogakure Grand Library is, as always, an interesting case. On technicality, she is not a shinobi, spy, samurai or any other form of combatant, but instead marks her legend as the longest-serving Grand Librarian of the Village - though her actual age is a well-kept secret, it is possible that she has been working for the Library since before the inception of Shimogakure itself. As such, she does not possess any official shinobi or samurai training - she has never been through one of the Academies nor taken a military rank upon herself. Recently, she has been given control over a Genin team much in the same capacity as a Jonin might - something she has taken to with a mixture of well-meaning reluctance and discipline.
As my personal mentor for many years during the Academy and - more recently - as the stand-in for my team's leader, my personal experience with Lady Tsugumi stretches back over a decade, as does my mother's side of the family, who are all familiar with the Grand Librarian. Despite this familiarity, she has proven excellent in hiding many of the details about her past from both myself, my mother and grandmother - this is not entirely unexpected, as she has been a primary target for kidnapping, assassination and other forms of espionage from rival nations thanks to her connections and incredible access to secrets that some might wish to obtain or otherwise keep buried. As such, despite my personal connections with her, much of this dossier is formed from assumption developed alongside my own understanding. Fortunately, I do not expect it to be used for anything more than practice.
Philosophically, Tsugumi is dedicated to the collection and preservation of knowledge, as with any other Grand Librarian. Less so than the others, her advanced maturity - a fact hidden by her truly graceful ageing - appears to have mellowed out the frenzied or overly disciplined focus of other academics found in the Library. She shows an incredible amount of patience, wisdom and a tendency for approaching situations at a healthy pace - this is not to be confused with laziness, as she is always maintaining multiple simultaneous projects, my own team the most recent and time-consuming endeavour, but rather a well-honed temperament that could only be achieved by decades of success, failure and contemplation. Today, too many elders live in their own past, trapped in the earlier Great Shinobi Wars - it is good then that, despite the many decades she might have left, Tsugumi has already found a path to being content. That is, if Junki, Ghidorah and I do not permanently damage her composure.
Ability Overview
While it feels somewhat immoral to categorize my sensei's abilities in combat - given both her civilian nature and the distressing thought of her ever being forced into a fight - it has been weighing on my mind ever since Operation Laughing Dragon, where her own modest capacity for conflict proved the difference between life and death on multiple occasions. I have no doubt that she, herself, has been brushing up on a few techniques since the incident - but even for one so venerated as she, it may be too late to properly foster the skillset and mentality required for conflict. Instead, following are the primary methods by which she has defended herself in the past when pushed to its limit, as well as a consideration for her underappreciated strategic mind.
It may be surprising to foreigners of the Land of Frost to discover that, despite her civilian status, Lady Tsugumi possesses an affinity for complex chakra control on the level of veteran shinobi. Indeed, even before Shimogakure was founded, the Grand Library's attendants were trained heavily in the use of Yin - mental energies - not only as a meditative and academic aid, but also to practice various jutsu that are not commonly found in Shinobi Villages. The ability to split one's mind between multiple tasks, or to translate information, memories and thoughts from mind to paper are considered cornerstone techniques, much as the Substitution and Transformation are taught to Academy Students in Konoha. With the creation of Shimogakure, the shinobi of Frost and Librarians taught and shaped each others' techniques until - barring few exceptions - the fundamental training program for Academy Students was virtually identical. Tsugumi has had many decades to learn from the ninja and samurai of our home, as well as to master those abilities taught in the Library, which has left her more than capable in the fundamentals of Taijutsu, Ninjutsu and Genjutsu, as well as an extremely deep and efficient pool of energy to call upon.
Most importantly, however, Lady Tsugumi possesses a rarefied mind capable of perceiving past, present and - in rare cases - future with a clarity unseen across the world. Kagami Satorigan, a Dojutsu said to be within its third stage - comparable to the legendary 'Eternal Mangekyō Sharingan,' of the Uchiha clan in its hidden reputation - offers her an utterly alien perspective on cause and effect that even I struggle to understand. More often than not, she is aware of your habits and what you will do next before you even think on it - sometimes I feel she forgets how the rest of us see the world and will have a conversation with you before you have spoken, or react to something you have yet to do. Coupled with an obviously extensive skillset in research, espionage and at least a foundational theoretical understanding of virtually every jutsu that is not meticulously hidden, it is virtually impossible to surprise her.
Proposed Engagement Strategies
The prospect of categorizing Lady Tsugumi's strategies and subsequent counter-strategies is a difficult one due to the completely different perspective she possesses from virtually any other Human. In theory, she is always aware of the time and place where her life will be put in jeopardy and will have adequate time to think and prepare for such a situation - this is not necessarily a factor of raw strategic prowess so much as the combination of forewarning and a lifetime of practicing problem solving skills and contemplation. Surprise attacks and other methods of subterfuge are, by definition, virtually ineffective and render most advanced strategies that rely on deception null.
Despite this, Lady Tsugumi's major weakness is her lack of experience or methodology in combat - foresight is a useful tool, but does not guarantee a perfect response. With a lack of vectors to surprise or confuse her, the most effective method is, in this rare case, the most direct one. Overpowering her strategies with brute force - ideally from multiple angles and of different specialties - proved particularly effective during Operation Laughing Dragon, where multiple assailants used momentum, pressure and sporadic angles of attack to give her minimal preparation time and overwhelm many of the advantages offered by her foresight and sensory capabilities.
To this end, Tsugumi is likely to always be within contact range of one or more of her allies. She possesses an extreme affinity for long-range communication arts and, coupled with her own prescience, is unlikely to be caught out without backup. The most sensible course of action is, therefore, to identify the abilities of those who are protecting her at the current time - as well as identifying others that might come to her aid in an emergency situation. Striking at her allies is therefore an indirect but effective strategy to open her for avenues of attack - during which it is recommended to be as swift and decisive as possible as she has shown incredible resilience and chakra reserves and any time given to think brings one closer to failure.

Personal Overview
Chiyoko Ao is a kunoichi of Shimogakure that served her village for two years as a Genin, eight as a Chūnin and five as a Jonin. A veteran of the last Great Ninja War, she had taken to the philosophy of ninjas-as-warriors far more fervently than the usual for her homeland - disregarding the more commonly held beliefs in cautious neutrality through the Land of Frost. Her clan, the Ao, were once a bloodline of Samurai from the Land of Iron who were exiled for disobeying the land's Shogun over two centuries ago - since then her family adapted their long history of chakra control methods towards the shinobi world, though their preference towards their traditional weapon arts and skill in direct conflict never faded, solidifying a family role as bodyguards and security throughout their country.
She was strong-headed and prideful, but she was also quite clever, cunning and even underhanded when pushed into a corner. She also possessed an unhealthy taste for various substances, including, but not limited to sake, tobacco and opiates - a habit she would never forgive herself for and hid from her friends in shame. Morally, she had attempted to devote herself to the codes of the Samurai and shinobi both - a paradoxical fusion only permitted by her lack of dedication, I don't think she ever truly believed in either and was looking for a purpose. In all, she never really discovered what she was living for outside the expectations placed upon her, but fearlessly gave her life to complete her mission and - perhaps more - protect her students.
Ability Overview
Chiyoko was a textbook example of a Taijutsu specialist shinobi. With an exceptional physical energy reserve and control she was capable of significant feats of speed, strength and durability, particularly in the confines of close combat, where her mastery of weapons - her clan's ancestral yari in particular - allowed her to manoeuvre and overpower rival combatants with an aggressive fighting style. Normally, she relied on her superior skill-at-arms to obtain an advantage - conserving her large chakra pool to better engage in protracted conflicts, which her Samurai-descended techniques were designed for - but in an event where such was insufficient she was capable of overloading her body's chakra network to extreme effect, injuring herself in return for short-lived bursts of superhuman athleticism.
In terms of Jutsu, Chiyoko possessed all fundamental and beginner techniques and had begun to branch into more advanced Yang and Lightning style Ninjutsu during her Jonin years. Her abilities with Genjutsu were considered deficient - a common trend among Samurai clans, who's disposition leaves them unsuited to deception - though she was capable of most fundamental illusory techniques taught in the academy. Overall, she chose to rely on Jutsu as little as possible, typically only augmenting her own martial prowess with streams of Lightning or bursts of physical power.
Strategically, Chiyoko possessed a mindset better suited to a true warrior than a shinobi - she was not deceptive or particularly creative, a factor that cost her in many engagements with more elusive foes. Despite this, she shined in planning, tactics, logistics and leadership, likely oweing to her academic Samurai-oriented upbringing. She was capable of maintaining composure in the worst situations and was willing to adapt to the situation - accepting failure quickly and considering better solutions in something I could only describe as a state of tactical zen.
Proposed Engagement Strategies
Avoidance in close conflict with Chiyoko was the first obvious consideration. Even for a Taijutsu expert, the prospect of engaging within the range of her yari carried a great deal of risk - while not averse to retreating, she was fully willing and capable of harming herself in order to better strike a superior opponent, making the risk of injury a serious consideration for even the greatest of warriors. Her abilities at range weren't much less impressive due to her expert use of kunai, shuriken and arrows, but these were notably outside her specialty and came in limited supply. Engagement at range wherever possible was recommended.
Her sole elemental nature of Lightning left a particular weakness towards Wind - without any Fire or Earth Style she possessed little defence against Wind-based attacks and such Ninjutsu were proven effective on multiple occasions. Despite this, her own lack of reliance on offensive Ninjutsu outside of charging her yari rendered many elemental defences essentially irrelevant - it was recommended that Ninjutsu specialists used their abilities to keep her at a distance with heavy offence.
She possessed little counter to more insidious, illusory or elusive tactics beyond her own speed, making Genjutsu a relatively safe option - though her strong will offered a strong barrier to mental attacks and so Illusory Arts were considered the go-to strategy. Traps, seals and other uses of the environment were of adequate effectiveness - Chiyoko was by no means unperceptive, but lacked any particular sensory abilities and was forced by her skillset to engage up-close - obvious traps were naturally ineffective, but subtler uses of the environment offered a strong advantage, particularly when coupled with rapid, consistent offensive to prevent her from analyzing her environment. This strategy would ultimately lead to her death by a thousand cuts - bleeding, poisoned, burned and suffering from multiple low-level Genjutsu applied in various ambushes across three whole days crippled her ability to fight, leaving her open for an assassin's kunai. It was my fault, I shouldn't have listened and I will never forgive myself for her death.
