OK, so this was an idea that I like. This is how the Empire will take it because it allows us to have it without it being able to progress too much. How this works precisely is up for debate, but it limits us because this is too advanced for the time in terms of being able to build on it.

Let's say the experiments start around ca. 1100; likely not with the Ritter being present, he gets in around 1120 on your end.

Meanwhile on our end, the navy also seek his services specifically for scouting purposes. I think our designs will differ in that ours will likely have a higher ceiling and range. We will not be willing to share the precious Myaite with you because the stockpile will be low, and it would be the Myaite that allows us to not have steam engines on the ships. This also mean we will not have as many. The Dragonite can come from several sources, notably Elira and Selen. Selen's would likely be the more valuable of the two but harder to get. For us, I envision the standard "Richtofen" being around 50 to 80 m, 10 m diameter and capable of speeds of like 4 to 5 knots at most, with a ceiling of 500 to 800 m. Probably the first "Luftschiff Richtofen" will be smaller than that, 40 m or so and built in 1130 or so. The standard design would come around 10 years later and would have a rudder for example.
