Sister Kasumi Character Reference
Sister Kasumi is a Light Magic DPS with a lot of multi-hit Skills. She also has a stacking mechanic where her pattern changes after she gains 40 stacks, and she ends up dealing even more Damage. She's going to be a big DPS, and she seems like an auto-include on any Single-Target Light Mage team. She also has a bit of defensive utility and Multi-Target potential. She is already part of a Full-Auto team for Light 9-10, and deals roughly the same Damage as NY.Hatsune, while not being restricted to Physical Enemies. The previous Light 9-10 manual with DP.Maho was whale only. Big Damage comes in small packages, I guess.
Your goal when using her is to get her to 40 stacks as soon as you can, which upgrades her UB and Skills, as well as switching to Pattern 2, which has no AA. Whenever Sister Kasumi hits an Enemy, she will gain 1 stack, and she also gains 6 each time she uses S2 or UB.
- Without any UB, she gains 40 stacks after her 15th Action (S1)
- With 1 UB (cancel end lag on something), she gains 40 stacks after her 11th Action (S2)
- With 2 UB (cancel end lag on something), she gains 40 stacks after her 10th Action (AA)
- With 3 UBs (you can safely cancel one AA on startup), she gains 40 stacks after her 7th Action (S1)
- Probably too optimistic to use 3x UB before her 7th Action, but you might get 3x before her 10th Action
She seems to hit 40 stacks a bit slower than S.Eris typically dies, but it's plenty of time to deal some rather extreme Damage. The stacks don't do anything beyond changing her pattern once she hits 40, and you stop gaining them once you get there. Her pattern 2 is extremely good, with no AA.
Her UB and S1 targeting kind of works like Misora. UB hits the two nearest Enemies, and S1 hits the three nearest Enemies. If there are less than two/three, the hits stack up on the same Enemy. Once Sister Kasumi gains 40 stacks, UB and S1 target the Enemy with the lowest Magic Defense, but UB increases to three hits, and S1 gains more shred and Damage. I sort of look at her as a Single-Target DPS who can larp as Multi-Target; since none of her Skills are truly Multi-Target, she won't lose out on Damage as Enemies die, which is going to be really good on non-Boss stages in Deep Quest.
Outside of strictly DPS, she has a few Buffs and Debuffs worth noting. on the offensive side of things, she gives herself permanent Magic Attack, Magic Critical, and Magic Critical Damage Buffs every time she uses SP2 once she gains 40 stacks. Defensively, she gives your whole team Magic Defense, a Magic Null Barrier, and Healing on S2, as well as TP Draining all Enemies with UB and Debuffing their Magic Attack with S1.
Regarding her Multi-Target potential - her UB and S1 shred all Enemies, and S1/UB hit multiple Enemies until she gains 40 stacks. I don't think she will be hyper-optimal on Multi-Target teams, but she seems like a very powerful cope/niche character. Remember that characters who perform well on Single- and Multi-Target teams ended up being used a lot (ex: C.Ranfa, A.Chris).
I expect Single-Target Light Mages will now generally form around the core of Sis.Kasumi, NY.Saren, S.Anemone, and A.Yori/Kururu. The fifth spot is fairly open, and I could see NY.Hatsune or DP.Maho being used most commonly, with Lailael making special guest appearances as needed. A.Yui is probably dead now, but she might still be capable of making a cameo here and there.

- Pattern after 40 stacks is SP1 >> SP2 >> SP1

- She's competing against one of the most stacked Prize Gachas we've ever had
- Greedy Catholics will make you spark
Recommendation: High priority. Sister Kasumi is a new core Light Mage and will be used often moving forward. You could probably skip her if you have basically every other Light Mage, but it's very risky to skip an obvious core who can perform in both Single- and Multi-Target. Still, Light Mages are pretty stacked, and you probably can still form teams without Sister Kausmi, but don't say I didn't warn you.
There is also the mother of all rerun banners right now with P.Aoi, A.Croce, Ho-oh, Fubuki, Wakana, and Yamato (kek). If you are low on Jimmies and missing some of the characters on that banner, it's worth strongly considering rolling on that banner instead.
Wakana (UE Only)

S1+ adds a 3% Physical Critical Damage Buff for Wakana, and a 6% buff for everyone else. On top of that UE adds Physical Attack and the rather useless TP Regen (Wave TP Recovery). Wakana was already an auto-include on Wind teams, and her UE amounts to a fairly minor Damage increase for the team.
You can leave this one at UE30 for the foreseeable future. Wind 9-10 is already very solved, so it's not like we need just a bit more Damage to win there. Wakana is a good girl who is concerned about your Heart Shards and doesn't want to make you spend too much on her. Give her headpats.

Yamato (UE Only)

S1+ increases the shred and HP recovery, as well as adding a permanent Physical Attack and Physical Damage Dealt Buff when Yamato Crits. She also deals an additional small amount of Damage to the Enemy with the lowest Physical Defense within 500 Range. On top of that, UE adds 14 TP Boost, HP, and Physical Critical to help her Crit more consistently to get her extra effects on S1+ more often. You are going to want to at least max out the TP boost on this one, if not max it out entirely.
This is definitely a big boost for Yamato, and might make her worth considering rolling if you already had other Characters you were trying to get on the rerun banner. I don't think you should roll just for her, but if she spooks you along the way, you shouldn't be too disappointed now that she has UE.

Fubuki (UE Only)

Selfish little brat just had to have the best UE...
S1+ increases the values of her selfish Physical Attack, Physical Critical, and Physical Critical Damage Buffs, adds some HP Recovery for the nearest Ally, and gives Fubuki 300 TP instead of 80 if she has max HP. On top of that, UE gives 14 TP boost and a decent amount of Physical Attack.
You will want to max this out, as Fubuki's Damage scales really well with Physical Attack, and you want the TP Boost anyways. She uses S1 1/4 Actions in her Loop, but with the extra TP and a small amount of TP support, you should be able to consistently cancel her 1 AA per Loop to speed her up.
